President Alberto Fernández received at least three times the insurance blokres linked to the ANSES scandal.

The scandal grows over the hiring of Insurance for the ANSES during the Government of Alberto Fernández : in the last hours it was confirmed that the former president received Héctor Martínez Sosa and other brokers mentioned in the case on at least three occasions at the Quinta Presidencial de Olivos .

Martínez Sosa, who is the husband of the former president's historic private secretary, María Cantero , is one of the insurance advisors who appear in the scandal that Osvaldo Giordano uncovered in his brief time managing the National Social Security Administration. The Córdoban leader, before resigning in the midst of the political dispute between the Government and the opposition, ordered to reverse a contract for 20,000 million pesos with Nación Seguros, a scheme that enabled the intervention of intermediary brokers that had been implemented during the presidential administration of Alberto Fernández.

In Nación Seguros, lawyer Alberto Pagliano , a friend from his youth who accompanied him when he started , in the 90s, in that field but on the side of the State, was in charge during the four years that Alberto Fernández was president . It is a common past that also dates back to the beginnings of Provincia Seguros, the company created to be in charge of providing coverage to the Buenos Aires government.

Judicial sources assured Infobae that it is suspected that the entire public administration is affected by the companies of Martínez Sosa y Asociados.
Precisely, Martínez Sosa visited the former president in Olivos at least three times: according to the official record, on January 8, 2020, less than a month after the inauguration of the then Government of the Frente de Todos, he entered the Quinta de Olivos at 9:36 p.m. and left at 1:20 a.m. the next day. At that same moment, Guillermo Alonso and María Guadalupe Cortés , who is also an insurance producer, were also at the presidential residence.

Martínez Sosa's visits to Fernández in Olivos were repeated at least two other times, with one particularity: on both occasions the quarantine was in effect due to the coronavirus pandemic. On May 11, 2020, he stayed for 45 minutes: he entered at 8:15 p.m. and left at 9 p.m.

Three days later, on May 14 , there was another entry to Olivos, although this time he did so with his wife: the record indicates that he arrived at 7:16 p.m. and left at 10 p.m.

Martínez Sosa and his wife María Cantero, who has accompanied Alberto Fernández for more than 20 years, live in the same Zona Norte neighborhood as the former mayor of San Fernando, Luis Andreotti , father of the current communal chief, Juan Francisco . Among those who know the house and the routine of the marriage, a rumor circulates that at the back of the property, where a gym is installed, there would be a vault .

A growing scandal and the former president charged

Former president Alberto Fernández, who was charged this Thursday in the case, spoke for the first time since leaving the Casa Rosada to ensure that “ there is no act of corruption” and that it is “all false . ” “I am not corrupt,” he warned.

Federal judge Julián Ercolini , who received the complaint by lottery, turned the case over to prosecutor 6. At this time, the head in charge, Ramiro González, - replacing his colleague Carlos Rívolo, for these days of leave - promoted the investigation and requested a series of evidentiary measures: he requested information from the Chief of Staff and the Legal and Technical Secretariat, and also from Nación Seguros.

The prosecutor detailed that the accused are the former president of the Nation, Dr. Alberto Fernández, the former head of Nación Seguros SA, Alberto Pagliano, and Héctor Martínez Sosa, “without prejudice to the fact that the future of the investigation contributes to knowing the participation of other people in the reported maneuvers.”

The plot of opaque hirings with the safe category - an activity that the former president knows in depth because he began his political activity there - was revealed in a column by the Deputy General Editor of Clarín, Ricardo Roa, entitled "They uncover another black box of politics in the ANSES”.

In the aforementioned article, the journalist said that Giordano investigated what this business of 20,000 million pesos annually and 300 million in monthly commissions with insurance and intermediary commissions was like. In the investigation, specifically, Roa mentioned the broker Pablo Torres García , a powerful businessman linked to Juan Schiaretti's Cordoba Peronism.

Specifically, doubts arose from some maneuvers that would have been carried out within the framework of Resolution 2/2022 , of the Executive Subdirectorate of Operation of the Sustainability Guarantee Fund (FGS), which approved the request for the services of Nación Seguros . According to the text, the state company, which belongs to the financial group of Banco Nación, had to take charge of “the Collective Life Insurance coverage on Debtor Balance for the beneficiaries taking loans within the 'ANSeS Credits' Program, for the lines of credits intended for holders of the Argentine Integrated Pension System (SIPA), Non-Contributory Benefits (PNC), Pension for the Elderly (PUAM), Universal Child Allowance (AUH) and Family Allowances (SUAF).”

That is, every time the agency granted a loan to a retiree or beneficiary of any of the aforementioned social plans, it had to take out life insurance for that person and could only do so through this state company. In this intermediation, according to the investigation that official sources confirmed is in ANSES, commissions of the order of 17% would have been charged, triple the normal rate in the market.

The order for this hiring was signed by who was deputy executive director of operations of the FGS, Lisandro Pablo Cleri , a leader with a long history and who a few months after this decision would leave his position in the social security organization to become a member of the board of directors. of the Central Bank, as part of the Cabinet reorganization after the assumption of Sergio Massa in the Ministry of Economy.

The resolution in question was taken in compliance with Decree 823/2021 , which was issued a year earlier by order of the then President, his Chief of Staff, Juan Manzur , and the Minister of Economy, Martín Guzmán. It established that all entities of the National Public Sector “must implement the contracting of insurance policies that they require in the exercise of their management through Nación Seguros SA in all branches in which that institution operates . ”

But the fourth article of the rule clarified that, in turn, this company "may, in the event that the types of risks require it or the insured sums exceed the maximum retention limits under its charge", give participation in the form of coinsurance , “to other entities authorized to operate in insurance matters.” Here, the entry of intermediaries who had to be well connected was enabled, since no tender would have been generated nor would their hiring be compulsory. Torres García appeared here and, according to Roa's revelation, another broker, Héctor Martínez Sosa, who is married to a secretary of the former president.

“The percentages to be offered to other market entities must be proportional to their financial responsibility and other indicators considered for their evaluation and for such offers, and, where appropriate, with the eventual participation of reinsurance entities in the local market and/or or admitted reinsurers from abroad, within the current regulatory framework,” the regulations detailed.

The policies in question were issued with a validity of 12 months and originally expired on March 2, 2023, but Alberto Fernández's management chose to make use of the extension "on a one-time basis and for an equal period", so They extended until that same date, but this year . As Infobae learned , in the event of possible irregularities in the contracts and commissions charged for the insurance policies of retirees and beneficiaries of social plans who took out a loan from the ANSES, a court case could be opened.
