The second day of debate on the Omnibus Law ended - again - in an intermission room without definitions. After midnight, the ruling party Oscar Zago proposed interrupting the debate until 10 in the morning , while they continue negotiating the key articles on which there is still no agreement, such as the power to take and restructure debt, privatizations and changes in security.
Despite the latest modifications, internal differences still persist in the dialogue blocks , which play a determining role in forming a majority that advances with the medium sanction. Within the UCR , a sector referenced in Facundo Manes is irreducible and refuses to give the government delegated powers and wants privatizations to be debated “law by law” in Congress.
For its part, We Make the Federal Coalition ended up choosing to give freedom of action when voting on particular articles. The two socialist deputies and Natalia De la Sota want to reject the project in general and particularly the privatizations. The Civic Coalition is inflexible about delegated powers, which its political force has always rejected. Finally, the deputies of Córdoba Federal , who respond to Governor Martín Llaryora, continue to threaten to withdraw support if he does not comply with the demands of the provincial leaders, to whom yesterday the Government promised a new fiscal pact. “ The sharing of the PAIS tax continues to hover over the discussions ,” they explained to Infobae from radicalism.

Debt became a hot topic. The ruling party decided to maintain the repeal of article 1 of the Law to Strengthen the Sustainability of Public Debt (No. 27,612), known as the “ Guzmán Law ,” which placed limits on the taking of debt in dollars with foreign legislation. Without agreement with radicalism and HCF, this point is headed to be rejected since they defend the power of Congress to control the Executive.

In the afternoon, the president of the Central Bank, Santiago Bausili , and the Secretary of Finance, Pablo Quirno , met with representatives of the dialogueists. As Infobae learned , there was progress on debt restructuring. Not so regarding the power to take out debt in dollars without authorization from Congress.

“I have never seen so much willingness to help a Government. The way they handle themselves is nonsense. We are giving them credit and they are eroding it. And on top of that, they mistreat us.” The definition of an influential legislator from the dialogue opposition is a faithful portrait of what yesterday was like in the Chamber of Deputies. Anger, reproaches, negotiations and questioning. Surprises and accusations of incompetence. All coming from the opposition sector that wants to collaborate with the Government.

It was a day of fury from the doors to the outside of Congress, with demonstrations by left-wing sectors repressed by the Police, who applied the anti-picketing protocol of the Minister of Security, Patricia Bullrich, but also of tension inside the Chamber of Deputies. In the venue, where the legislators of Unión por la Patria and the left requested a fourth intermission that was not granted.

In the ruling party they felt throughout the day that the vocation of the toughest opposition was to hinder and lengthen the parliamentary debate to stretch the vote. “They just want to delay the session,” complained a Libertarian representative. The truth is that complaints against the ruling party came from throughout the opposition. The most notable ones come from the blocks of We Make Federal Coalition, UCR and Federal Innovation, key in parliamentary negotiation.

Throughout the afternoon there were different meetings. The vice chief of staff, José Rolandi , was with PRO deputies, the presidential secretary, Karina Milei and the spokesperson Manuel Adorni, met with the president of the Chamber of Deputies, Martin Menem , to lower the final line of the negotiations and find out the state of the situation. At the venue there were meetings between the leaders of the blocks in order to advance in the general vote. Emilio Monzó, Cristian Ritondo, Juan Manuel López and María Eugenia Vidal, on the one hand. Menem, Miguel Pichetto and Oscar Zago in another sector. Full political thread.
At 7:00 p.m., a draft of the bill with part of the required modifications arrived on the phone of the dialogue opposition legislators
. Substantial changes in the chapter on privatization of state companies, one of the hottest points in the cross negotiations that permanently hover over the session. Two realities that coexist. The one that takes place on the premises and the one that takes place in the offices and hallways of Congress. The exhibitions and the give and take of traditional politics that Javier Milei hates so much, but in which he has had to fall into to get the law.

The initial proposal was made by the deputy of the We Make Federal Coalition, Nicolás Massot, one of the swords of the dialogue opposition. The Government's response was to reduce the number of companies from 36 to 27 to privatize and limit the delegation of powers. The fiscal and pension emergency were eliminated .

Removed from the list of privatized companies were Fabricaciones Militares, Banco de Inversión y Comercio Exterior (BICE), Dioxitek, Fábrica Argentina de Aviones, Casa de Moneda, Radio Nacional de Universidad del Litoral, Radio and Television Service of the University of Córdoba, New Generation Space Vehicle and Dionisio Water Mining Site. In addition, Banco Nación, Nucleoeléctrica Argentina and ARSAT were authorized to partially privatize.

This counterproposal was decisive in redirecting the negotiations , lowering the level of tension and obtaining the support of the dialogue opposition to advance the negotiations so that this Friday, when the debate resumes, there will be a broad consensus that will allow the main articles to be approved. of the law.

“The Government says one thing in the morning and another in the afternoon. It is very difficult to negotiate with them and consensus is greatly hindered. It is difficult to work at this pace and when they are corrupt. Even so, we are not going to condition the tools for governor,” a radical deputy complained during the afternoon.

The debate will continue with more than 30 speakers and they estimate that the general vote will be around 2 p.m. In the ranks of the opposition they understand that the Government chose to postpone the vote in general to continue negotiating and not to run the risk of running out of a quorum for the vote in particular. “ At this rate we are going to finish voting on the articles next Tuesday ,” joked an experienced radical deputy as he left the room.
