Today the Government made the first concession of the Omnibus Law, based on the claim of five Patagonian governors and a Buenos Aires mayor of Pro and the PJ, who had raised a cry for the articles that seeked to liberate fishing activity in the Argentine Sea.
Ignacio Torres and Guillermo Montenegro, governor and mayor of the port districts of Chubut and General Pueyrredón, brought their concerns - and those of businessmen in the sector - to the minister's office of the Interior of Javier Milei, Guillermo Francos, who undertook to introduce a series of clarifications on the points that worried them, linked to unloading in Argentine ports and the generation of local employment; the maintenance of the Exclusive Zone; and competition for fishing quotas with foreign companies. In addition, the official promised to create a national table to thoroughly debate these and other issues.
The Government had already taken note and spoken privately with several of them about the claims, so the meeting only lasted for about forty minutes. The former head of the Central Bank, Federico Sturzenegger, author of the project, was aware of the requests, and had decided to agree to possible “clarifying” modifications , through the debate in Congress, as the Secretary of Communication, Eduardo Serenellini, had anticipated this morning.
Torres, current representative of the other governors, met this morning with the fishing businessmen at the Casa de Chubut, to define the changes to the Federal Fishing Regime that they wanted to stop: the elimination of the mandatory unloading in Argentine ports, on the grounds that it would limit the generation of employment on Argentine soil; the replacement of the current system for assigning catch quotas with one of tenders with fewer requirements, which would complicate the possibilities of national companies to compete; and the elimination of the obligation to hire personnel of Argentine nationality (currently it is established that 75% of the personnel on board must be of Argentine nationality with ten years of residence).
Francos promised to review the articles that alarmed the fisheries chambers, although he clarified that the substance of the law will not be changed. According to the official, there was a wrong interpretation on the part of the governors of the reforms proposed by the project, which will begin to be debated next week in Congress . “The spirit is very clear and confusion had been created about the meaning of the 200 miles, which are for national fishing”, he slipped during a mini press conference with Torres and Montenegro in the Patio de Palmeras at the end of the match.
He did not give in-depth details about what the clarifications will be to return to the previous regime, nor what points will remain in place. But he emphasized the desire to introduce clarifications in the articles of the Omnibus law that had generated concern in the fishing sector and in the Patagonian provinces .
The thing is that the drafting of article 245 of the law implied, according to the reading of the fishing boats, the end of the Exclusive Economic Zone. “To grant fishing permits, the enforcement authority may only verify the technical and safety requirements of the vessels. Permits may not have differential treatment due to the origin of the vessels, their age or the labor they use; nor by the characteristics of the companies that own the vessels,” stated the Executive's project.
The subsection in question fundamentally modified article 24 of law 24,922 (Federal Fisheries Regime) which reserves the exploitation of living marine resources within the Exclusive Zone Exclusive Zone . And in fishing, if approved, the effects will be immediate,” he said. Today no one is going to build a boat for you, that has stopped(from the coast to 200 nautical miles out to sea) to natural or legal persons incorporated in the country in accordance with current national regulations. Mayor Montenegro today spoke with Infobae and warned about the consequences that are already being felt by the national initiative, particularly in the naval industry. “
Meanwhile, the five governors of diverse party origins, united by their origin -Torres, and their peers from Río Negro, “would seriously affect the national economy and the development of the fishing activity, opening access to the Argentine Sea to foreign vessels: the amendment to the mandatory unloading in Argentine ports; unequal competition in catch quotas; and, finally, the elimination of the obligation to hire personnel of Argentine nationality.” agreed on three main axes Rolando Figueroa-; and from Neuquén, Gustavo Melella; from Tierra del Fuego, Claudio Vidal; of Santa Cruz, Alberto Weretilneck
In Balcarce 50 they sought to calm the conflict since yesterday, when they summoned Torres, and proposed a desire for conciliation. “Yesterday we spoke with (Federico) Sturzenegger and he said that the fishing issue may have to be reviewed, and that if there is something to modify, Congress will deal with it,” a i=2>said this morning the Secretary of Communication, Eduardo Serenellini, who has just assumed office after the departure of Belén Stettler, in the Conference Room of the Casa Rosada. He was referring to Milei's advisor on economic issues and former president of the Central Bank during the Macri administration, who had a central role in drafting the project.
