Banking Are Currency Exchanges Safe to Use?

I've heard from some tour guides that using street exchanges might not be safe due to recent changes in the government. It seems the new administration is clamping down on illicit cash exchanges. Is this accurate, and if so, what's the recommended approach for converting USD to ARS? Alternatively, is it better to use a credit card and its MEP rate (currently around half of the Blue Dollar rate for Visa)?
 
I recently returned from a week in Buenos Aires. No need to worry too much about finding a currency exchange; they're all over the place. Interestingly, a few Uber drivers even offered to help us with the exchange.
Another observation was that we didn't find ourselves requiring cash as frequently as anticipated. Almost every place accepts cards. The only instances we needed cash were for tipping at certain restaurants that didn't include it on the bill (although some were perfectly fine with adding it to the total).
