The Municipality of Córdoba took a significant step in modernizing its approval processes for private works by implementing the Model Checker , a software that automatically verifies the compliance of projects with the Municipal Building Code .
This tool, developed by the Cordoba company Voyansi , is a pioneer in Latin America and allows projects presented in BIM format ( Building Information Modeling , essentially an “Intelligent Building Modeling”) to be approved in less than 72 hours, according to the Municipality.
BIM , or building information modelling, is a methodology that allows the creation of a 3D digital model of a building, integrating details such as materials, structures and electrical systems. This digital approach replaces traditional paper plans and facilitates coordination between the actors involved in a project, optimises the use of resources and reduces the environmental impact of the construction sector.
The implementation of the Model Checker is part of a process of digitalization of the State initiated by the former mayor and current governor Martín Llaryora , and continued by the mayor Daniel Passerini . This public and free software allows registered professionals to check in real time the regulatory compliance of their projects, analyzing digital plans of up to 10,000 square meters in less than two minutes. In addition, by identifying inconsistencies early, printing costs are reduced and enabling times are expedited.
Federico Banchio , Undersecretary of Private Works for the Municipality of Córdoba, told Infobae : “Being a 100% digital process, it reduces the costs of printing paper plans and speeds up approval times: today it can be obtained in less than 72 hours, including project approval and administrative endorsement (the current delay is due to the imputation of the administrative fee payment in the system).”
Previously, the presentation of private works required submitting a paper file with five copies of the plan and the documentation required by the regulations.
“Then, all the material was manually evaluated by an endorser to decide whether it was approved. The delay could extend to one or two years,” Banchio added.
The Córdoba BIM Cluster , made up of 15 local companies, was a key player in promoting the BIM methodology in the region. This cluster seeks to promote the digital transformation of the construction sector, train talents in new skills and generate qualified employment, positioning Córdoba as a global hub for BIM services.
Diego Cotsifis , CEO of Voyansi and president of the Córdoba BIM Cluster, explained that the technological tool “is an intelligent digital model or, as I prefer to call it, a database that allows you to view and manage every aspect of a building in 3D. It offers a comprehensive understanding of the project from its design to its operation, which makes it easier to detect design conflicts early, optimize materials, reduce costs and deadlines, and improve collaboration between the actors involved.”
The Model Checker , although still in its initial stages, represents a key advance in parameterizing the Municipal Building Code of Córdoba and automating processes that were previously manual. This tool seeks to expand soon to new areas, such as the Center and Macrocentro, incorporate more types of construction and improve its interface and precision through artificial intelligence.

Cotsifis highlighted that this development is “a first step towards a more ambitious project, which, together with the Municipality and the private sector, will position Córdoba as a benchmark in technological innovation at the Latin American and global level.”
BIM is a well-established tool in countries such as the United States and Europe, where it has been shown to reduce time, errors and improve project coordination. In Latin America, Córdoba is leading its implementation, while other cities are exploring this technology to optimize construction and urban management.
The Betania Urbano II Tower will have a surface area of 2,148.67 square metres distributed over a ground floor and nine floors, including a commercial premises and 27 apartments.
Rodrigo Martínez , CEO of Grupo Betania, highlighted that the Model Checker represents a significant advance in the modernization of processes and streamlining of procedures in the construction sector.

According to the Chamber of Real Estate Agents of the Province of Córdoba (CACIC), the price of a brand new two-room apartment with a surface area of 40 to 45 m2 in the Nueva Córdoba neighborhood is between USD 80,000 and USD 85,000, which is equivalent to an average of USD 2,000 per m2.
The incorporation of this technology seeks not only to improve urban planning and design, but also to promote investment and job creation in Córdoba.
“Streamlining the timeframe equals more investment and job creation,” which is crucial in an economic context where time can be a determining factor for the viability of a project,” concluded Martínez.
