I was not surprised to see Buenos Aires listed on one of the top most affordable gay friendly cities in the world but I WAS surprised to see Montevideo as I found it very expensive there.

I agree surprising to see Montevideo on that list. The others are usual suspects minus Budapest. I did not know it was known as a big gay friendly scene.
