One month after the highest point in the conflict over the educational budget between the Government and the national universities , the UBA announced that it had reached an agreement for the funds and, consequently, lifted the state of emergency that governed the establishment. However, the dispute still continues: institutions in the rest of the country claim that they have not yet reached any agreement with the authorities and ask that the same money be transferred to them as that arranged for the University of Buenos Aires.


There are at least 60 institutes that insist on the need and urgency for the State to transfer them the amount of money required to guarantee their normal functioning and the teaching of classes . “We are in full discussion to see if they give the same to all of us. If not, there will be problems ,” Víctor Moriñigo , rector of the National University of San Luis and current president of the National Interuniversity Council, told Infobae. Hours later, the CIN issued a statement emphasizing its discomfort and describing the measure adopted for the UBA as “inadmissible and provocative.”


The negotiations for which they are protesting are in charge of the Ministry of Education , led by Carlos Torrendell, and the Ministry of Human Capital , administered by Sandra Pettovello, who were open to dialogue with rectors and vice-chancellors after the massive federal university march carried out held on April 23.

However, more than three weeks having passed since that date, only the University of Buenos Aires managed to agree on a sum according to its needs. This is $26,016,488,265 that the Government will transfer to them to cover Operating Expenses and another $35,436,785,336.00 to maintain health care levels, without harming the rest of the functions they carry out.


The measure was resolved by the Secretary of Education this Tuesday and communicated this Wednesday by the UBA through a statement. In it, they said that in recent days a series of meetings were held with the authorities in which they reached an agreement and announced the end of the budget emergency activated at the beginning of April.


“The Ministry of Education has issued resolutions No. 179 and 180 , increasing the duly extended budget. Although (the sums) are below the optimal budget for the full functioning of the university, they make budget programming possible,” reads the first points of the document issued by the directors.

It continues: “It is appropriate to suspend the budgetary emergency in force at the University, establishing, however, the state of alert and deep concern both in terms of the prevailing salary update as well as the continuity of the remaining budgetary allocations that allow the planning and development of all activities during the current year.”

The novelty provoked the reaction of the rest of the national universities who, in response to this resolution, stressed that the negotiations had not yet advanced with them and that they had not received any transfer of funds. In this sense, they emphasize that there is “unfair federal discrimination” on the part of the Government and ask that negotiations be accelerated.

Through a statement issued on Wednesday afternoon, the CIN Executive Committee stated: “The update of 270 percent of the budget for operating expenses and 300 percent for hospitals at the University of Buenos Aires implies the recognition by the national government of one of the aspects of the problem - and its serious magnitude - that the entire university system has been raising since January of this year.

Likewise, they described as “inadmissible and provocative” that this increase is recognized only for one university and not for the entire system that brings together a group of 60 establishments.

“We reject any methodology that promotes division between universities and within universities. We will not validate any attempt at division, nor will we ever prioritize any shortcut. The National Interuniversity Council (CIN) does not give up what it believes. “It is not only a problem of resources, it is also a problem of principles,” the document continued.

This concluded with the resolution adopted by the university authorities in this situation: “Meeting at the CIN headquarters in the Autonomous City of Buenos Aires, the Executive Committee resolves to remain in permanent session awaiting an urgent response to this request and, if If there were not one, define the actions to follow in defense of the Argentine Public University.”
