After 82 days of government - as he took it upon himself to highlight - but with touches of the inaugural management presentation, Javier Milei delivered a message to the Legislative Assembly that returned to his particular reading of the past, ratifying generalized harshness about “the” policy as “ caste” - although this time with some nuances and a clear focus on stage K -, sent a message of adjustment to the governors and called for a founding pact , although preceded by a political agreement to be negotiated with provincial chiefs and representatives of the opposition parties . That last one appears as the core of the speech , the adjectives unloaded and outside the campaign climate in the boxes filled with the ruling party.
The general proposal, according to the first reactions, garners from the outset a formal response of agreement or a good view between the spaces of the dialogue opposition - more express but not unconditional in the PRO - and frontal questions from the ranks of Peronism/Kirchnerism, with a certain uncertainty about the game of some governors. At the same time, and it is a central political fact , the positive reactions between the lines expose doubts about the Government's real predisposition to dialogue after the burdens on Congress and the governors. That would be the discussion that comes, in the form of a question: negotiated understanding or closed book signing .
Milei made a ten-point call for a “May Pact” – in the text released with historical imprint it says “May 25 Pact” – which, strictly speaking, would be preceded by immediate negotiations with all the governors and the head of the Buenos Aires government. , recognized in fact as the largest group of power outside the ruling party , and with party leaders. In this case, the discussion will have two axes - complementary in terms of negotiation - which are the central points of the Omnibus Law and the fiscal package . He used the term “relief” to refer to the provinces.
The call for the May agreement, which would be held in Córdoba - another gesture - includes titles that few would dispute and some statements of enormous breadth , in any case tied to the fine print that should be discussed . Among the first, respect for private property, fiscal balance and the reduction of public spending stand out . More in need of clarification are issues such as a new federal co-participation scheme - in debt since the reform of the Constitution, that is, thirty years ago - and labor and pension reforms .
The prior understanding would instead combine definitions of structural reforms and current needs , especially related to the funds allocated to the provinces. It is a dense item that includes taxes - the first line of the pending list was Profits - and discretionary transfers , which in some cases and even in a distorted way had a specific destination, in addition to some funds that came into discussion and whose cuts are already judicialized .
Milei dedicated a good part of his speech to exposing a very critical vision of the past, more recent and also more historical . In the last sections of her speech, she said that she preferred to look toward the future, although part of what was said exposed a conceptual reiteration of her view of politics .
At least five times he spoke about the last hundred years of history and did so by positioning that entire period as synonymous with impoverishment , in contrast to his defense of a kind of pure initial liberalism. He thus mixed all previous democratic experiences and tragic dictatorial processes , as a political and economic whole.

It seemed, as it had already done upon taking office, a forced way of establishing a black and white cut . However, this time he was more precise and extended in describing what he bluntly presented as his legacy : the last “twenty years” and above all, the management of Alberto Fernández . He referred to the debt , the danger of default, the escalation of prices with certain risk of hyperinflation, the deficit, relative prices, the dollar and, especially , the enormous monetary issue .
Along the same lines, the President abounded in acidic phrases about “politics” and “caste” . And with absolute references on the meaning of the vote in the runoff. He presented himself as an expression of the “silent majority” of society or as a representative of the “people” and the “people” , as opposed to the traditional politics that governed for “own benefit” .
In any case, not even the most heated paragraphs were on the verge of a break without return with Congress and with all non-libertarian spaces, as the most played speculations risked in the run-up to the formal opening of the ordinary sessions.
In some sections there was a mix between global condemnation of politics and references such as “some” or “many” politicians. And it was significant that the proper names were few, starting with Cristina Fernández de Kirchner . And that the mentions of corruption included precisely the complaints about the insurance system case involving Alberto Fernández .
A message to other ranks, outside of the generic questioning of the governors - after the peak of tension due to the pruning of funds to Chubut and the more generalized cuts of funds for the provinces - pointed without naming him but clearly to the former governor of Jujuy Gerardo Morales and the “silence” of that opposition fringe , especially within the UCR.
The praise given to within the ruling party was also significant . On the front line, Luis Caputo and Patricia Bullrich , and one step below, Sandra Pettovello . In this accumulation of signals, finally, the call came for a negotiation that would have political and fiscal sides. It's what's coming now. It starts next week, presents a long journey before May 25 and has no written end .
