Representatives of the national government appeared today at the Social Security Commission of the Chamber of Deputies to defend and explain the scope of the retirement mobility reform that the Casa Rosada established by decree.
The head of ANSES, Mariano de los Heros , spoke together with Alejandro Chiti , who also served as head of the social security agency during the Cambiemos government and now advises the Casa Rosada.
De los Heros began by detailing that in June, with the new formula, retirements will have a recomposition of 63.1% while if the formula sanctioned during the government of Alberto Fernández had continued, the adjustment would have been 34.1% .
Along these lines, he highlighted that the “urgency” that motivated the use of a decree - instead of a law - was the need to “improve the relative situation of our passive class.”

“Here we are not saving anything, but we are putting almost USD 2 billion in these months to improve the situation of retirees . If we left things as they were, the victims would be the retirees,” he said.
Faced with questions from different sectors of the opposition, who consider that the extra payment of 12.5% does not compensate for January inflation (20.6%) , Alejandro Chiti insisted on several occasions that “ mobility is not to restore retirements.” , but to maintain them.”
“They don't have to win, but they don't have to lose either. If it has to be recomposed, it is not done with mobility , but by recomposing the specific period,” said Chiti. And she clarified that the only objective of mobility is “ to maintain the standard of living of retirees, as the Court says .”
The opposition pointed out that what the new formula does is consolidate the loss of purchasing power. “What they are proposing is to freeze pensions, put a floor and a ceiling on them, at the lowest level since 2002. ” Mobility is so that retirees can participate in economic growth. With the government's interpretation of mobility, retirees cannot win if the economy works,” said Itai Hagman, from Unión por la Patria.
The officials avoided answering specifically whether the Government is planning new recompositions in the future in relation to the loss of purchasing power that was consumed in recent years as a result of the strong growth in inflation.

The atmosphere of the meeting heated up after representative Victoria Tolosa Paz asked Chiti why she was speaking on behalf of the Government if she does not have an appointment as an official. “ Why do you come here to speak on behalf of the ruling party? ”She posed. Chiti confirmed that he has no appointment and that he spoke in an advisory capacity.
The Social Security Commission seeks to reach a consensus on a retirement mobility project. Most initiatives agree that salaries should be updated based on the INDEC Price Index . However, the differences with the Government revolve around the mechanism that should be used to compensate for the “ splicing ” with the new formula. In that sense, the Civic Coalition's proposal was an extra payment of 20.6% to recover part of the purchasing power lost due to inflation in December and January.
The Government granted compensation by decree of 12.5%. Then, the minimum credit for April will be $171,283.31. A bonus of $70 thousand will be added to that amount . Consequently, the minimum retirement this month will reach a total of $241,283.31 . It is an improvement that, however, failed to match the jump in prices after the devaluation.
“ The idea is to agree on a text that brings together a significant majority and does not harm retirees,” they explained from the Civic Coalition, which was the political space that exerted the greatest pressure to modify the current formula.
So far the ruling party has not shown any intention to negotiate regarding retirements. In fact, through contacts with some governors he managed to leave a special session without a quorum less than a month ago that had the objective of summoning the commissions (putting a time limit on them) to work on a new project.

For this reason, the opposition will seek with its own opinion to deliver a coup that forces the Casa Rosada to negotiate. However, before reaching the venue any project on retirement mobility must necessarily go through the Budget commission, which José Luis Espert controls.
The deputy who recently joined the libertarian bloc refused to work jointly with the Social Security commission and could keep the discussion on hold indefinitely if he decides that his commission does not address the issue.
Although they do not want to get ahead of themselves, the dialogue opposition does not rule out as a last resort re-calling an extraordinary session to call on the Budget Commission to issue its opinion. It would be a complex scenario for the Government, which last time was barely able to deactivate the session (less than a dozen people were missing), especially in the midst of the tense negotiations with the governors over the new Bases Law, the Fiscal Pact and the conflict over the transfers to provincial pension funds.
The transfers to the pension funds of the provinces
When asked about the funds that the Nation did not transfer to the pension funds of 13 provinces, De los Heros said that he did not have a specific date for the completion of the audits they are carrying out."We are committed, the Government has given instructions to make efforts to reach effective determinations of the deficit ," he said and pointed out that there was a province that "claimed a deficit but had a surplus."
“The problem is the advances, which are something else: one thing is to cover a deficit and another is to advance for something that has not yet been audited ,” he concluded. This was a recent point of tension with the governors, who demanded the funds and threatened to go to court.
