Guillermo Francos against retirement mobility
A good part of the opposition in the Chamber of Deputies showed this week that the political scenario for the Government may be even more complicated than the one it experienced in these first 6 months of administration: it gave half a sanction to a project promoted by the UCR to modify the retirement mobility law to recover the income that was liquefied by inflation since December of last year.
Quickly, President Javier Milei himself assured that he will veto this measure if the Senate turns it into law: “I don't give a damn ,” said the president, who publicly described the legislators who supported the measure as “fiscal degenerates.”
Now, beyond a possible veto, Congress has the power to ratify it: it must do so with two-thirds of the votes of both chambers, a number that some dare to say they can achieve.
Given this, in the last few hours the Chief of Staff, Guillermo Francos, ratified the President's decision to veto the project if it becomes law, although he also announced what they will do if, after that eventual veto, Congress ratifies it.
“Although the Deputies would like to insist with two-thirds of the votes, the Government is clear that this will in no way impact the President's firm decision to maintain the zero deficit,” Francos analyzed .

Immediately, in dialogue with journalist Eduardo Feinmann on LN+ , he explained how they will face the payment of this new retirement formula: “If this were to happen, what some deputies say can happen if they insist with two-thirds in the face of a veto by the President, clearly it "What the national government is going to do is cut other items to be able to finance what is in that law ," he said, and warned that there will be "cuts of all kinds."
“There is no possibility that the government can cover the expense that this increase means, because it does not have the resources,” he insisted this morning in statements to Radio Continental .
The blocs of the dialogue opposition and Peronism reached a political agreement that allowed progress with the half-sanction in Deputies of a new formula for updating pensions that replaces the mechanism that Javier Milei imposed by decree, in an initiative that was discussed during all Tuesday and it was voted on in the first minutes of this Wednesday.

The agreed text, which was approved with 162 votes in favor and 72 against , proposes a monthly update based on the latest data available from the Consumer Price Index (CPI). In addition, an extra compensation - or "splice" - will be included with 8.1% , given that the Government granted 12.5% that does not cover the 20.6% inflation of January (the month that is left out of the update ).
The decision of the lower house provoked the immediate rejection of the Government, and Milei himself expressed himself in harsh terms: “Every time the degenerate prosecutors of politics want to go and break the fiscal balance , I tell them now, I am going to veto them. ” all. “I don't give a damn ,” he stated during his presentation to businessmen at the 10th Latam Economic Forum.
How the presidential veto works
The presidential veto is a power of the Executive Branch - which has been used by all presidents since the return of democracy - but it does not necessarily mean that a law cannot be approved .The rule establishes that the President has the power to totally or partially veto a law , and if that happens it returns to the House of origin, where it will be considered first and then will go back to the reviewing House. If both insist on their sanction, the initial project could be ratified.
The only restriction that applies is that, regardless of whether it was approved by a simple majority - half plus one -, in the review process it must be ratified in both Chambers by two-thirds of the votes, that is, a special majority.
If the National Congress decides, through a two-thirds vote, to insist on the norm, the national Executive Branch must accept it and regulate it within the period established by the current regulations.
To obtain two-thirds of the Chamber of Deputies, 177 of the 257 legislators are needed. The La Libertad Avanza bloc has 38 deputies, to which are added 37 from the PRO, 3 from the Independencia bloc and another 3 from the MID, two from Production and Labor and another equal number from Buenos Aires Libre. In total, it has a base of 85 votes in favor without adding other provincial votes, which would leave the rest with 172 legislators.
Since the return of democracy, the presidential veto has been used 390 times. Raúl Alfonsín did it 49 times, Carlos Menem 195, Fernando De la Rúa 46, Eduardo Duhalde 37, Néstor Kirchner 38, Cristina Fernández de Kirchner 16, Mauricio Macri 8, Alberto Fernández only one. Of this total, on 39 occasions the regulations were ratified by the National Congress.
