The elected Head of Government, Jorge Macri, confirmed the continuity of Álvaro García Resta as Secretary of Urban Development of the city of Buenos Aires.
García Resta, 45 years old, urban planner and architect, will have the mission of promoting the “Move to Microcentro” plan, to recover an area of CABA very affected by the pandemic and the greater adoption of remote work, as well as the planning of public spaces and the management of changes in the Urban Construction Code that will be crucial from 2024.
In addition to leading the Urban Development Secretariat, he has more than 10 years of experience in public management, in which he stood out for unblocking projects that seemed without a solution. Emblematic cases were the “White Elephant” in Ciudad Oculta, the Parque de la Estación and Manzana 66 in the Once neighborhood, as well as the relocation of the former Federal Tire in Núñez, paving the way for the creation of the Innovation Park, the called Silicon Valley of Buenos Aires, which attracted Real Estate and research companies to install their offices, universities and homes.
The official maintained that he has several challenges ahead: “In Argentina, 92% of the population resides in urban environments. The efficient management of cities becomes essential, unlike more developed countries, where rural infrastructures are adapted for population life. In developed countries, geographical distance does not prevent access to services and opportunities, but in developing countries the need for proximity to services and opportunities makes the majority turn to urban environments. The crucial challenge lies in bringing civility closer to the population, rather than forcing the population to seek civility. Cities, being centers of possibilities and improvements in the quality of life, represent an opportunity to transform the country.”
Currently, more than 50,000 homes are being built in the different neighborhoods of CABA and several are projects where agreements were signed between the City and private developers, such as Espacio Fitz Roy, between Villa Crespo and Chacarita, among others.
Among the changes that are coming to the city's Urban Planning Code, building on avenues will be promoted
“The approach we try to communicate is the relevance of changing the perspective towards the city. Take, for example, areas like Lugano, which are often perceived as the periphery of the city; However, the exercise consists of objectively observing them as the nucleus of a metropolitan area. From this new perspective, Lugano becomes an opportunity for those who reside in nearby municipalities,” said García Resta.
Tools were implemented that facilitate the realization of public-private coordination projects, such as the case of the transformation of the former military tailoring factory in Las Cañitas, which gave rise to the creation of shops, towers and the first plaza in that area.
García Resta expanded: “During the management of Horacio Rodríguez Larreta, 100 hectares of green spaces were recovered, with an additional 50 hectares incorporated through the Costa Urbana project in the former sports city of Boca, originally public land transferred to private hands by the State. national. Initiatives such as the plaza on San Isidro Labrador Street, recently inaugurated, mark the beginning of a set of projects that include the plaza of the former military tailor shop in Cañitas, the Paseo Gigena (in front of the Hippodrome in Palermo), the under viaduct, the Parque del Vega and Plaza AMIA, among others.”
For what is to come, it will be vital to undertake changes (they must be made by law) in the Urban Planning Code, where there were also complaints from neighborhood associations in several neighborhoods such as Palermo and Chacarita, among others.
The possible changes under analysis contemplate the possibility of reducing the height allowed within neighborhoods compared to current regulations, in addition to considering the implementation of staggered heights in blocks with medium or high-level corridors, particularly in avenues.
