Minister Guillermo Francos promised last night, before JxC governors, to make representations to the president in today's cabinet meeting. The pitfall of withholdings and the inflexible story of Javier Milei. Meetings in the City for Wednesday's march, waiting for Patricia Bullrich

Francos promised to bring the concerns of the governors of Together for Change to the Cabinet meeting

Last night, the coin was still up in the air. At dinner time, the governors of Together for Change held a remote meeting with the Minister of the Interior, Guillermo Francos , to try to explore a political solution to the most sensitive chapters of the Omnibus Law project, once again bogged down in express parliamentary negotiation.

The virtual meeting, requested by the governors, lasted for about two hours. “Everything is very difficult,” one of them summarized after 10 p.m., once the talk was over. Maximiliano Pullaro , who plans to travel to Buenos Aires this Tuesday, was one of the most direct. “It's like we increased all taxes in the Province and cut all transfers to the municipalities. "They wouldn't understand it ," complained the man from Santa Fe who, along with Córdoba, is making the most angry claim for the increase in export duties, that is, the withholdings, the most sensitive chapter of the project that, until last night, was blocking parliamentary support. of the friendliest blocks.

Francos, as this media reconstructed, did not offer any response. He only promised that this Tuesday he would try to find some alternative in the cabinet meeting that Javier Milei plans to lead this morning at Casa Rosada. So far, he hasn't had much luck.

“We have been making the adjustment, and we are looking for alternatives,” summarized one of the governors who participated in the talk. “But nothing is understood,” he added.

The provincial leaders began to lose patience. Most of them are lining up to collaborate with the government, but they don't find answers. “There is nothing shareable in the law ,” highlighted a recently inaugurated president. The money laundering proposed in the Omnibus Law had that spirit in the original text, but was modified to balance the zero tax on regional economies: Milei does not want to give up the fiscal chapter of the project. A while before the virtual meeting began, the government had played its last card to try to compensate the provinces and get these provincial heads to pressure their deputies through the presentation - which would become effective today - of the project to restore the tax to Profits, which will force, if approved, 800 thousand employees to pay that tax again.

Added to the pressure from Córdoba and Santa Fe linked to withholdings - the pensions sector also delayed negotiations yesterday - was the demand of Jorge Macri , the head of the Buenos Aires Government, to include in the Omnibus Law project that the government agrees to restore the funds that the previous administration of Alberto Fernández took from the City due to the transfer of the police, to compensate the administration of Axel Kicillof in the middle of the pandemic. This is another sign of concern for the Casa Rosada because a good part of the national deputies of the PRO belong to the City.

Milei walks through swampy waters, in a pivotal week for the construction of his story, the fundamental axis of his government program, and to know where he stands almost two months after taking charge of the Presidency. “It seems that he only wants to be right ,” described a legislator from the dialogue blocs these days.

Over the weekend it seemed that the Casa Rosada was heading, after negotiations against the clock and modifications to the original text, to have a majority opinion this Tuesday and the possibility of giving half a sanction to the base project of its first stage of management on Thursday. But the incompetence - premeditated? - of the Executive to agree on a path of final understanding with the provinces and the most collaborative groups put a cloud of suspense on the negotiations. The decision-making of the Executive also confuses the political system.

In the midst of the debate over the Omnibus Law, this Wednesday the first CGT march against the government of Javier Milei will take place

Until last night, the ruling party had not called the plenary session of commissions and the option of meeting these days was still on the table - the ruling party's plan is to do so on Thursday - but with less enthusiasm. There was speculation, in that sense, with the chance that three opinions would end up being signed - that of La Libertad Avanza, that of Peronism K and a third between the UCR and Hacemos Cambio Federal, the bench chaired by Miguel Ángel Pichetto , one of the main negotiators, which brings together Peronists, former PRO and the Civic Coalition, due to dissatisfaction with the government's responses. It emerged, meanwhile, that radicalism and Peronism could not, for example, sign in partial dissidence with the libertarians and the PRO. It is one of the variants that was tested late in the afternoon at the meeting that the UCR held in the Deputies annex, visibly upset by the ruling party's offers.

“For now I don't see the votes. It worries me a lot because I think that the ruling party is not aware that it does not have them, ” highlighted, late in the afternoon, a PRO representative in the Lower House who was studying the project that the Casa Rosada had sent early in the day with the modifications. proposals.

In that context, Milei remained imperturbable last night. Of the JxC governors who participated in the virtual meeting with Francos, only some have a direct line with him, but they speak little. Francos and Martín Menem, the president of the lower house, do what they can. Over the weekend it seemed that the negotiations between the two, led by the influential advisor Santiago Caputo , the scriptwriter of the official story, the presidential friend who remains without formal appointment, were bringing the bill to a successful conclusion. The movements of the last few hours put those negotiations in danger.

Yesterday, in opposition offices they wondered to what extent the government was willing to give in on its need to give half a sanction to the Omnibus Law, and if it would not be, as Milei himself or his friend Santiago Caputo advertised in the meetings he held Thursday in Congress, that the ruling party is willing to let the project adrift and that it is the legislators who, in that case, have to explain “to society” why they did not want to vote on it. A disturbing strategy in a context of inflationary crisis and fall in activity.

This is a litmus test, the first for a government that relies on the popularity of the polls and the electoral victory that the runoff gave it, 56%, but weak in parliamentary terms, and forced to negotiate, permanently. , a stone in the shoe for the construction of a new story. “We are facing a management model that broke the manuals and that does not negotiate in a traditional way ,” explained a PRO official yesterday.

The other important test for the government is the street conflict, in the face of the strike and the mobilization this Wednesday of the CGT and Peronism, which, according to the organizers, will be massive. The true debut of the anti-picket protocol of Minister Patricia Bullrich , who this Monday dedicated a good part of the day to the painful murder of the nine-year-old daughter of one of her Federal Police guards , who was shot in the back of the head in Lomas of Zamora, in the heart of Greater Buenos Aires, due to a fact of insecurity.

Like Milei, Bullrich promises to be inflexible. She is determined to support, from her own portfolio, the new official script. That's why the president hired her. To counter, at least, a semester of terrible economic news with the promotion of law and order.

Yesterday, the Minister of Security of Buenos Aires, Waldo Wolff , and the secretary of the area and head of the local Police, Diego Kravetz , received the union members Héctor Daer and Andrés Rodríguez . Daer and Wolff met on the premises, when they shared the Lower House, and formed a direct bond.

According to reports, the union leaders committed to mobilizing in the most orderly manner possible, and stated that they anticipated a call for about “100,000 people.” In the middle of the afternoon, they issued a statement that annoyed the Buenos Aires authorities - "unilateral", according to local sources -, who responded with another hours later, in which they detailed that "vehicular traffic cannot be interrupted" and that there must be “free circulation” on Entre Ríos Avenue, where the stage is set.

The government tried to hold a session in Congress that day. And counteract with that staging. “Them” or “us” . The attempt was quickly rejected by the allies, and due to the delay in negotiations.

The operation, in that sense, will be in the hands of the City. “It worries us, and it concerns us,” Buenos Aires sources summarized. It is not ruled out, however, that Bullrich wants to capitalize on the demonstration. In particular, due to his public confrontation with a good part of the organizers, especially the Moyano family, who put aside internal differences to confront the libertarian administration. Unlike the mobilization of the CGT weeks ago in front of the Plaza de Tribunales, this time La Cámpora will also be part of the game. In that march, when part of the group was preparing to demonstrate in court, there was a last-minute call from the leadership of the organization to cancel the movement.

The thing is that, despite the support of a large part of society, the clock is beginning to tick with more urgency for the government. Congress's approval of the so-called Omnibus Law aims to give more solidity to its story. It is the project that Federico Sturzenegger , also the ideologist of DNU 70, worked on for months, now with a more hermetic profile. In parallel, a wing of the Ministry of Economy is working, as they trusted, on the stabilization plan that Milei intends to apply starting in March. In charge of the issue is Joaquín Cottani, Secretary of Economic Policy, a former collaborator of Domingo Cavallo , the former minister who is very attentive to this roadmap. What happens these days will be key for the coming months.
