Nuñez: The Tiro Federal building will be converted

When it was built in 1937, its cutting-edge technology positioned it as one of the most modern buildings in South America . And in 2005 its significance granted it the title of National Historical Monument . The Tiro Federal building in the Buenos Aires neighborhood of Núñez , a few steps from Libertador Avenue, is an icon of the city of Buenos Aires that is today being remastered and changing its destiny.
The building that this year was the headquarters of Casa FOA , functioned until 2020 as the headquarters of the Federal Shooting, where there were offices, a cafeteria, a shooting range and an auditorium. But developers from the Casa Historica SA group have new plans for the site. Last year they closed a 40-year rental contract to carry out gastronomic proposals, a health center, outpatient clinics, commercial offices, multipurpose rooms and the construction of more than 1,000 covered garages in two basements.

What is going to be done in the historic building
The plan for the building is yet to be defined. Behind the scenes, Gustavo Fernández, president of the developer in charge, reveals in dialogue with LA NACION the preliminary project that could reconfigure the building.
If there is one certainty in the preliminary phase, it is that, given the historical nature of the building, Fernández affirms that the original structure will be preserved and what has been built later, such as a shed and some buildings, can be put into value.
“ The 8,500 square meters are going to be transformed into offices, a service part in the central part of the entrance and an event room ,” says some ideas that have already been presented for approval. The basis of the project is “to satisfy the needs of the area at that time, so we want to see what items are going to be missing from the Innovation Park next door and that could be of service to the area ,” he adds.

The building is at the door of the Buenos Aires Government's project to create a Silicon Valley in the Federal Capital: the Innovation Park . The spirit of the park is to unite in one place and under the focus of innovation universities, university residences, technology companies, tertiary institutes, coworking spaces, health innovation institutions, among others.
Inspired by scientific-technological parks that exist in the world, project authorities estimate that around 30,000 people will walk through its streets and estimate that economic activity will be around US$1 billion annually.
The Innovation Park is next to the building, on the former Tiro Federal property.
Being an appendix of the technological and educational hub, it arouses interest from different entities that want to feel part of the new axis of the city. “It still does not have a definitive destination and there are already several interested players who want to be there, such as technology and health companies ,” says the President of the developer, and clarifies that they are looking for a mix of services to coexist there.
The offices contemplated in the preliminary project are AAA and Fernández estimates that they will validate the same price that is requested in the area: a rent of between US$25 and US$30 per square meter . “Whoever bought in the park and was left without parking or whoever did not acquire land will have offices and a parking lot on one floor here,” he says. In this context, he explains that building parking in the Park is not easy given that the plots of the neighboring city project are small and the construction of underground parking is very expensive because there is water underneath.

Beyond the proximity to the park, the location is already a differential in itself. Located on 3255 Pablo Ricchieri Street, “the building is flexible and the plot is permeable because it has access to important streets: Campos Salles, Ricchieri, Udaondo and is meters from Avenida del Libertador, making it a practical place to install a company,” says Fernández.
In fact, a few meters away, three towers are under construction on the land that the Werthein Group acquired in 2018. The 100-meter-high premium buildings will include residences, a five-star hotel and branded residences with a sustainable matrix.

In such a busy area, a recurring problem for those who circulate is finding where to park. “ There is very little parking and the idea is to supply the entire Núñez neighborhood. The lot has 10,000 m² and we are going to build 400 garages on the zero level and as the park develops we are going to build two basements with a capacity of more than 1,000 garages that will be added to those on the ground floor ,” he anticipates.
Eventually, the project could grow in magnitude and go beyond the building. “We have 2000 m² to build on the land, which could be for more locals that need the surroundings.”
Although the final design is not defined and the investment is closely related to the companies that want to sublet the building, Fernández estimates that the conversion would not require more than US$5 million.

What is the building like inside?
The style of the building designed by the General Directorate of Engineers has one foot in rationalism and another in the monumentalism that characterized the era in which it was built.
As explained in the guide to Buenos Aires monuments by Sergio López Martínez, who was general coordinator of the Argentine Architectural Heritage Program in the National Directorate of Heritage and Museums of the Ministry of Culture of the Nation, “the set of simple and disorganized lines is organized symmetrically. in three volumes through a double front structured around the rear shooting range, 60 meters long, with its public gallery, shooters' box and cabins for rifle and revolver shooting.

The offices that are going to be built in the building are designed for companies that did not buy land in the Innovation Park.
