Even with economic disconnections and inflation in building costs, strong construction continues in CABA
In 2023, requests for construction permits experienced a notable increase of 25.1% compared to the previous year, standing out for their robust performance despite the economic context, inflation in the costs of materials (they rose more than 250 % year-on-year) and the prevailing electoral climate.
This promotion translates into the best performance in the last five years, according to a report by the Professional Council of Architecture and Urban Planning (CPAU). The vitality of the sector is mainly attributed to the impulse generated by the development of works in the northern area of the city of Buenos Aires of more than 5,000 square meters.
The 2023 Architectural Work Commissions Report, from CPAU, is based on the commissions that are endorsed by the Council. It is the first step in the construction, demolition or authorization procedures before the Buenos Aires Government. They not only reflect the activity of the moment, but also anticipate the future of private construction in CABA.
Architect Néstor Magariños , vice president of the CPAU, pointed out that the trend indicates a downward cycle between 2012 and 2015, which was reversed in 2016 and had a peak in 2018. “The m2 approved experienced sharp declines in 2019 and, even more, in 2020, a year marked by the pandemic. In 2021, a rebound was observed, followed by a new drop in 2022, which was reversed again in 2023, with a growth of 25.1% compared to the previous year and the record of the second highest value in the last 12 years.
During 2023, a total of 3,556 orders were submitted, equivalent to 2.8 million (more than 16,000 homes). In 2018, the peak reached 4 million m2.

In relation to 2022, the figure had an increase of 10.5%, with greater growth in large and medium works (between 1,000 and 5,000 m2), while minor works (less than 1,000 m2) increased by only 3 .8 percent.
Where it is built strongest
The distribution of last year's m2 reflects distinctive patterns in various areas of the city. The northern area stands out with a notable concentration, representing 32.9% and 29.1% of the parcels, with a large increase compared to the previous year.The northwest area continues in importance, contributing 26% of the m2 and 28.9%, maintaining similar figures to those recorded in 2022.

The southern zone, with 15% of the square meters and 16.5% of the parcels, maintained the levels of the previous year.
On the other hand, the downtown area experienced a decrease in square meters, going from 9.1% to 5.4%.
In contrast, the western zone presents a marked increase in m2, going from 6.8% in 2022 to 20.7% in 2023.
How the works are distributed by areas (CPAU)
Medium-sized works (between 1,000 and 5,000 m2) accounted for around 21% per area. Works of more than 5,000 m2 tend to be located mainly in the northern area (38%), followed by the southern area (35%) and the central area (33%), showing an increase compared to 2022.
"As for the classification by size of works, it is observed that small works (up to 1,000 m2) represent more than 70% of the parcels in each zone, being especially notable in the southern zone, where they constitute 82%," he clarified. Magariños.
Chacarita stands out as one of the leading neighborhoods in construction, along with consolidated areas such as Palermo, Villa Urquiza, Villa Devoto, Colegiales and Villa Crespo. This particular area emerged as a benchmark, with a value of USD 400 per m2 of incidence land.
The report revealed that in 2023, 62% of permits correspond to new works. Secondly, those of expansion, which went from 17% registered in 2022 to 31%, consolidating itself as an important category in the construction industry.
Gonzalo Bustos , from FOT Libre Terrenos, highlighted that Chacarita has significant potential due to its extensive transportation network, which includes subway, train and numerous bus lines. "In addition, its proximity to Palermo, the presence of green spaces such as Parque Los Andes, and a growing gastronomic and cultural offer in the Newbery circuit, contribute to its attractiveness as an area of real estate development."
Other booming areas are Parque Patricios , in the south, Villa del Parque and Núñez .
According to destination
The analysis revealed that orders for Collective Housing (buildings) were predominant, showing slight variations in the proportion in each area.How the works are distributed by type (CPAU)
“Both in quantity and m2, the highest percentages of collective housing were recorded in the northern (66% and 73%) and northwest (63% and 84%) areas,” said Magariños.
The number destined for Individual Housing was greater in the northwest (25%) and south (22%) zones, although their participation in the m2 in each zone was less than 6 percent.
Finally, last year 1,244 demolition and excavation requests were documented, representing an increase of 7% compared to the previous year. The total area to be demolished reached 107,879 m2, reflecting an increase of 7.8% compared to 2022.
