Faced with the housing challenge, the need to optimize resources is imposed after the cuts in the chainsaw plan. More than 100,000 pending works in different regions of the country highlight the urgency of addressing the situation

Work of urban development that is unfinished in El Palomar in Greater Buenos Aires west
The Government faces the challenge of completing more than 100,000 unfinished housing units inherited from the previous administration of Alberto Fernández. Among the pending works are 17,000 homes from the Procrear Urban Developments program, 16,000 units from the Construction line, and others corresponding to the Reconstruir and Casa Activa-Casa Propia programs (focused on retirees).
Given the size of the project, the budget assigned to the Ministry of Housing and Habitat, led by Héctor Lostri and which replaced the ministry of the area, is USD 374 million in 2024. This figure could be insufficient to complete all the solutions. housing development.
To address the situation of unfinished homes, the Executive considers the possibility of an agreement with the private sector. The intention is for the Government to conclude the works with 80% progress and for the construction companies to take care of the rest, receiving part of the homes.
In order to market them, recover the investment and obtain benefits, the number of houses delivered to the construction company will be subject to the degree of progress achieved in the project.
The option for municipalities to contribute their own funds to complete some of the pending residences is also being analyzed.
This measure seeks to reactivate construction and cover costs, but not everything depends on public efforts. Then, these units will be destined for sale, either through the Mortgage Bank (with payment plans for more than 10 years onwards) or the State Property Administration, at a price established by the National Appraisals Court.
A work in Avellaneda. Today she is detained, dog the intention is for her to be resumed within the course of the year
This aspect is currently in the definition phase. From the secretariat that has public housing in its orbit, they stated that “previously, many homes were assigned discretionally to their owners, and the current administration seeks to create housing solutions not only for the most disadvantaged sectors, but also for the middle class. ”.
According to reports, the Reconstruir program, which the Fernández administration launched with the objective of completing 55,000 homes, only managed to complete about 7,000 homes and has 10,000 in execution, leaving a deficit of 38,000 units without starting.
In relation to the Procrear program, the delivery of credits of up to $5,000,000 for renovation works or building improvements is being examined. However, it has been reported that these funds were frequently diverted to cover expenses such as credit card payments or destinations other than those originally stipulated.
Municipalities and reactivation
In this sense, the option of negotiating agreements with the municipalities is contemplated so that they assume the completion of the homes using their own resources. An exemplary case is the Casa Activa-Casa Propia program in Hurlingham, which covers 32 homes for retirees and is 40% physically advanced; The municipal management could be in charge of completing this project. However, it is important to note that the acceptance of this proposal could be hindered by the refusal of mayors with tight budgets (the chainsaw is also the protagonist).
In addition, there are 10,678 lots with services ready to build distributed throughout the country.
Housing construction work, previously paralyzed in several districts since before the end of the year, is experiencing a revival. The Argentine Chamber of Construction (Camarco) confirmed that activity is gradually resuming after the change of Government. It is estimated that soon, the Ministry of Economy will allocate the necessary funds to provide continuity to the homes and complexes under construction.
“Everything depends on the completion of this disbursement, and the crucial thing is that, as soon as possible, they would be sending us funds that would cover all the debt that we maintain in general with all the works of the program, as we have always discussed. If the disbursement materializes, it will somehow generate positive expectations for the coming days. We are waiting for that disbursement to be made. Furthermore, if it is in accordance with what they are anticipating, even the contract readjustment certificates could be paid, an aspect that is not minor in this situation," they expressed from Camarco.
Beneficiaries
Meanwhile, beneficiaries of plans, especially those of the Construction line, who have their own land or build on top (of pre-existing buildings or on top of their parents' houses) with subsequent authorization from the State, received their funds in last October (equivalent to 20% for the construction of the home, whether in the traditional or dry system). Now they await the second part, which will be granted against the construction certificate next February. There are more than 100,000 works throughout the country. The intention of the current national administration is to complete those that are up to 80% advanced in their execution, the others would be completed by private companies.
Fabián Villanueva , currently building his home in Carlos Spegazzini, Ezeiza district, awaits the second part of his disbursement. He began the construction of his 60-square-meter home with a traditional system with $3,150,000, with the goal of completing it before the end of 2023.
“Despite the delays experienced under the previous Government, we are pleased with the current progress. Our intention is to move before the end of the year,” he declared to Infobae .
Currently, Villanueva and his family rent 30 blocks from their future home in Tristán Suárez, paying $75,000 a month, and must update their contract in May.
“The idea is to move as soon as possible to avoid continuing to spend on rent and start paying Procrear fees. It is estimated that it will be around $40,000 per month over 22 years and must be paid once the home can be inhabited,” Villanueva concluded.
