In a context in which imports continue to be blocked despite the new SEDI regime (Statistical Import System) by which the official authorization mechanism for imports in force in the previous government (the SIRA) was replaced, the Ministry of Commerce is analyzing making it more flexible the entry of merchandise through the private mail or courier service.

The measure under analysis involves expanding the quota for purchases abroad through couriers to return the amount to the same level it had before September 2022, when that amount was reduced from USD 3,000 to USD 1,000. This system, which individuals and companies can use up to 5 times per year, would then once again have an annual quota of USD 15,000.


However, the modification to this entry regime by which, in addition to postal services, all current taxes and duties are paid, does not imply a flexibility in the door-to-door service through the Argentine Post Office, restricted to human persons. This regime has a deductible of USD 50 that will remain in force and as the current regulation is, the system also has a limit of USD 3,000 including the cost of freight and insurance, with a limit of up to 20 kilos per package, in addition to declaring that This is a purchase intended for personal use.

This regime coexists with that of “small shipments”, by which companies can also enter up to 3 units of the same species, in a package whose weight does not exceed 50 kilos and whose valuation is an amount less than or equal to USD 1,000 per flight. . The AFIP clarifies that “they may not have a commercial purpose.” This is the mechanism that the Government aims to expand, enabling, according to official sources, that “any CUIT” can operate through this scheme. The initiative essentially aims at small companies that have specific needs and that, due to the amounts and urgency, can overcome the difficulties that the general import regime presents today. By using this option, which today is only available 5 times a year, shipments from human or legal persons will be exempt from the prior intervention of the National Food Institute, the regulations in which the Undersecretariat of Consumer Defense - Commercial Loyalty Directorate - is the enforcement authority and the processing of automatic and non-automatic import licenses. In addition, it exempts from the Merchandise Identification regime (tax stamps) and from “restrictions and prohibitions of an economic nature.”

It is worth clarifying that in the case of small businesses, the “Mipyme Regime Shipments” system is in force, intended only for those registered in the registry of micro, small and medium-sized businesses. Also in these cases, shipments may not exceed 50 kilos and imported goods must be valued at an amount less than or equal to USD 3,000 per flight.

In this case, shipments must correspond to inputs and/or merchandise necessary to promote the production of the productive sector involved. But the system is more cumbersome since the chambers that represent the operators must previously accredit to Customs the status of being registered as a MSME company in the registry and that its activity corresponds to a productive process. To use this regime, the AFIP also clarifies that it can only be used 5 times a year and that they are cumulative with the other options available for the same recipient.

“This type of shipment (with the extension of up to USD 3,000) can only be used a total of 5 times per calendar year and per recipient, with those made as a small shipment and simplified regime being cumulative, affecting the quota provided for the small shipment. On the same flight, shipments in the condition of MSME and another that were not MSME for the same consignee may not coexist,” it is expressly noted.
