The dispute between the national government and Chubut over funds withheld from the co-participation escalated this weekend. From the United States, where he traveled to show off at a conservative summit, the president, Javier Milei, once again attacked Governor Ignacio “Nacho” Torres and the Patagonian responded. The climate of tension between the Casa Rosada and the governors was transferred to the PRO, the party to which the Chubut native belongs. Patricia Bullrich, Minister of Security, points out the public “silence” of Mauricio Macri on the issue and demands to defend the Head of State. In the rest of the PRO, on the other hand, they showed solidarity with Torres.

Based on this panorama, a meeting between the governors and the national deputies of the PRO will take place this afternoon. It will be via Zoom and Torres himself, Jorge Macri, from the City of Buenos Aires, Rogelio Frigerio, from Entre Ríos, and the block of 38 legislators led by Cristian Ritondo will participate. The meeting was called at 4:00 p.m. Although the yellow party seeks to lower tension and unify a position, there will be high-caliber discussions and dissonances.


Upon leaving that conclave, Torres will give a speech in the Legislature of his province, which he specially convened, to give details of the political-financial situation and establish a position against the National State. He will speak from one of the benches, alongside the legislators. The governor's speech will be at 7 p.m., it will attract media attention and will be followed closely from the offices surrounding the Palmeras patio and the Olivos presidential residence.

Milei's conflict with Chubut stressed the PRO​

Macri maintains his weekly dialogue with the President, shares the direction of the Government, but disagrees with certain aspects of Milei. He does not agree with the epithets with which he disqualifies political leaders, especially when they are from the PRO. At the same time, he is moving to strengthen the identity of the party he founded, committed to legislatively supporting the ruling party, but is cautious when talking about a “fusion” or front with the libertarians. He refuses to let the PRO be catabolized by the President.

The conflict between Chubut and the national State broke out when the Patagonian governors supported Torres' claim in a statement on Friday. They accused the Government of “extortion” and demanded that the Casa Rosada replace the $13.5 billion in co-participation withheld. Milei went on the offensive against the Chubut president and pointed out that the decision was because the province had a debt with the Nation for the amount withdrawn and the agreed guarantee was the co-participating funds. The situation escalated with crosses that mixed verbal darts and legal arguments.

Milei instrumentalized Guillermo Francos, Minister of the Interior, to lead the attack on Balcarce 50. Torres did the same with Gustavo Menna, his deputy governor and legal brain in his capacity as a constitutional lawyer. The radical leader was the architect of the judicial strategy through which Chubut went to court with a lawsuit to demand the return of the co-participating funds.

In statements to the La Nación+ channel, Milei doubled down yesterday and said that “Nachito” (Torres) “does not know how to read a contract.” The man from Chubut did not remain silent and counterattacked: “The President does not know how to read the Constitution.” There is something that is true, they are both lawyers and in some parts of the conversation they let it show. Therefore, while Milei and Torres tension politically, Francos and Menna exchange invectives with legal content.


Torres did not lower the decibels either and maintained his warning not to remove a barrel of oil from his province if Milei does not end the offensive against Chubut and send the stolen funds. The man from Chubut considers that the Government withheld that money because the province sued the State with an injunction to demand that the withdrawal of the Compensation Fund with which the fare of buses in the interior is subsidized be suspended. In the Patagonian government they evaluate that it is a retaliation, on the one hand, and a gesture to “discipline” the rest of the provinces, with the aim of achieving political consensus to promote the reform program of La Libertad Avanza in Congress .

Milei is the President with the most votes in democratic history who took office with greater institutional weakness: he has parliamentary and territorial fragility, given that he has only 38 national deputies, 8 senators and no governor. That is to say, he lacks political volume. In the Casa Rosada they point out that this virtue, “anti-politics”, is what brought the libertarian to the Presidency, in a context of apathy with the traditional leadership.

Furthermore, the Head of State maintains discursive coherence with respect to his objective of achieving the fiscal goal of zero deficit, accommodating the distortion in relative prices, balancing the balance sheet of the Central Bank, to lower inflation and ensure that the economy grows again. To achieve this, Luis Caputo, Minister of Economy, is carrying out a deep fiscal adjustment that involves cuts in trust funds for the provinces.

In Balcarce 50 they are convinced that the governors, who all showed solidarity with Nacho Torres - with the exception of Osvaldo Jaldo from Tucumán - will give in in the dispute against the Government over the need to receive funds from the Treasury to execute public works and policies in their provinces. . The leaders, on the contrary, evaluate - with nuances - that Milei will not be able to resist for long without any type of institutional support. According to Argentina's constitutional design, if the situation escalates, the country is headed towards decisional paralysis.

While this situation progressed, the internal violence broke out again in the PRO. The party is less than a month away from renewing authorities. Macri signed up to preside over the match. And so it will happen. But Bullrich wants to prevent the former President from hegemonizing the yellow seal. He bids for internal power with the goal of achieving convergence with Freedom Advances.

In the Macri administration and in other sectors of the space, they began to suspect that Milei, in a tactic of political cunning, is pulling strings through his Minister of Security to divide the PRO and pierce Macri's leadership. While a group of PRO leaders, including Jorge Macri and Frigerio, came out to support Torres, Bullrich moved yesterday to draft a statement that defended Milei, pointed without naming him against the governor of Chubut and, tacitly, against Macri and the wing of his party that sided with Torres and did not “bank” the Government.

The bullrichist national deputies will go with that position today, led by Damián Arabia, an extremely trusted leader of the Minister of Security. Silvana Giudici, Laura Rodríguez Machado, Alejandro Bongiovanni, Sergio Capozzi, Gerardo Milman, and Patricia Vázquez are some of the legislators close to Bullrich (although also to Macri) who share the need to defend the ruling party. Ritondo, aligned with Macri, will seek to balance and reduce tension. With a similar position, of listening and composing, are legislators such as María Eugenia Vidal, Silvia Lospennato, Alejandro Finnochiaro or Álvaro González. It is expected to be a meeting with rough moments.

Meanwhile, tomorrow, the Patagonian governors are scheduled to lead a presentation in the Senate, to present their position and release a statement. Alberto Weretilnek (Río Negro), Sergio Ziliotto (La Pampa), Rolando Figueroa (Neuquén), and Gustavo Melella (Tierra del Fuego) are expected to participate. If there is no intermediation and bridges from the Government, they will support the idea of retaining the extraction of hydrocarbons from their provinces as a counter-offensive against Milei. The conflict has just begun.
