While waiting for the treatment of the mega decree in the Chamber of Deputies and while the second version of the Omnibus Law is being negotiated, the dialogue sectors insist on the strategy of presenting “mirror” laws

The treatment of DNU 70/23 in the Chamber of Deputies still has no date and, after the rejection in the Senate, its future is uncertain. Given this panorama, the PRO block advanced in the presentation of different projects that replicate key points of the mega decree and the Omnibus Law. For example, the repeal of the Rental Law , a new retirement mobility formula , a modernization of the labor regime and the implementation of Sports Joint Stock Companies ( SAD ).


The strategy of presenting “ mirror laws ” had already been proposed by radicalism at the beginning of the year and also by the We Make Federal Coalition bloc once the original version of the Omnibus Law was shipwrecked. Nicolás Massot, one of the members of the bloc led by Miguel Ángel Pichetto, pointed out that this could "shield" the reforms promoted by Javier Milei that have broad consensus , postponing until later the debate on other points where there is no agreement.


Last week, the head of the PRO bench, Cristian Ritondo , presented three bills to modernize the current labor legislation , aligned with the content of the DNU, whose labor chapter was suspended by Justice last January.


Among other points, the extension of the trial period stands out , a system of social security benefits to encourage labor registration, the simplification of the bureaucracy for employee registration and the declaration of “essential” service in different key areas for avoid interruptions due to strikes or union conflicts.

“Modernizing labor laws is essential if we want to escape poverty. The Kirchnerism model is exhausted. A state-centric, hyper-regulatory model that has proven to fail completely in generating wealth, work and a better quality of life for Argentines,” Ritondo explained to Infobae .

Furthermore, given the possibility of the Rental Law returning after the eventual fall of the DNU, Ritondo and around twenty deputies presented a project for its complete repeal . In that sense, they argued that during the weeks that the DNU was in effect, the rental market showed strong signs of recovery with “greater supply and lower prices.”

Yesterday, deputy Florencia De Sensi presented a project to enable football clubs to choose to operate under the figure of Sports Joint Stock Companies. “This model represents an opportunity to modernize and strengthen sport in Argentina, promoting private investment, transparency and the development of infrastructure for the benefit of the clubs, their members and the economy in general,” they said from the deputy's entourage.

De Sensi clarified that "the project does not seek to impose obligations, but rather to offer the option of adopting the figure of a Sports Joint Stock Company, as occurs in the main leagues in the world."

Meanwhile, deputy Silvana Giudici presented a project to deregulate the Internet service and favor provision via satellite. “It aims at competition and that more and more Argentines have connectivity in unfavorable and remote areas. That will encourage competition and allow users to get better services at a lower rate,” said Giudici.

Regarding retirements, one of the issues that still does not generate consensus after the presentation of the new draft of the Base Law, María Eugenia Vidal presented her own project that contemplates a periodic update of assets based on the price index and the variation annual salaries. In addition, the PRO deputy promotes an initiative to eliminate the privileged retirements of the President and Vice President of the Nation.

Finally, Ritondo and former minister Alejandro Finocchiaro developed a project to declare education an essential service , and thus guarantee 180 days of classes in all schools in the country.

The PRO deputies argue that all these initiatives imply “urgent, necessary and positive” changes for Argentina. In fact, the issue was addressed both in the private meeting that Ritondo had with Milei and in the meeting between Minister Guillermo Francos and the representatives of the bloc. So far there have been no signs from the Casa Rosada , which at the moment showed no interest in supporting any of these projects.

“They are our own proposals and those of the national government that have to be approved in Congress, and that is why we are working to make them a reality,” summarized the deputies of the yellow bloc.
