La Libertad Avanza (LLA) in the Senate will try to divert attention from the mega Decree of Necessity and Urgency (DNU) that deregulates the economy in the coming days, in the face of a new request for a special session that Kirchnerism promises in order to reject the regulations of the Government of Javier Milei . The ruling party is obliged to go week by week with an alternative agenda, which includes a focus on the omnibus law that Deputies are still debating and initiatives to be ruled on in the coming days, such as the one that improves the fight against money laundering.

To deactivate a DNU, the rejection of both Houses of Congress is required. This situation has never occurred since the implementation of this system and is the only input that Kirchnerism has in the Senate to recover ground. The fact is that, despite being the first minority -33 legislators, four from the quorum-, the incompetence of the interbloc chaired by José Mayans left Christianity exposed on December 13, when the authorities were voted on and the integration of the commissions.

Weeks ago, Christianity regained ground with the debate on the Single Paper Ballot, by hanging on the minority opinion of Mónica Silva from Rio Negro, which darkened the panorama in relation to this issue, with a potential tie in the venue and the impossibility of the head of the Upper House, Victoria Villarruel, to define this issue because it is an electoral issue, which requires an absolute majority -37- of the Body.

As Deputies began to move forward with the delayed omnibus law, the Frente de Todos did not want to miss the opportunity to generate noise with the mega DNU, which has already been observed in justice . In fact, there are many legislators from various parties who prefer a definition of that power and avoid a war in Congress.

A portion of Kirchnerism did not want to force a special session. The first option was to find legislators from other benches and gather the five signatures required by the regulations of the Upper House to request a meeting in the chamber. After a week of deliberations, the refusal of other forces led to a solitary request from five Kirchnerist legislators.

With the note presented to Villarruel, the ruling party and the non-Kirchnerist opposition had to make a decision. The problem in relation to this is that there are a handful of senators who have already shown their absolute rejection of the DNU. Others did not state it publicly, although they made it clear that if Christianity achieves a quorum, they will go down and vote against .

From this perspective, the signal from the supposed “allies” of the ruling party in the Upper House was clear: that Villarruel paid the political cost of not validating the request for a special session last Thursday . The owner has the power to set the day and time with the approval of the regulations of the Upper House, according to article 20.

The article in question establishes that " the president, after receiving the request, will arrange the respective summons for the day and time that he deems best, if they have not been indicated by the Body, depending on the matter or circumstances of the case ."

The reaction of Kirchnerism was immediate: last Thursday they put together a messy conference in Mayans' office to revile Villarruel and announce that every week they will make a request for a special session to discuss the mega DNU. Two members were not present: the former governors of San Juan and Tucumán, Sergio Uñac and Juan Manzur . The last one signed the request to go to the venue.

According to Mayans, “the vice president must be a guarantee of impartiality in this Chamber,” In that sense, he explained: “If five senators present a note, which is what the regulations propose, she must call a session and open the chamber,” El Formoseño Then he went further and said that “in dictatorships, the first thing done is to close Parliament.”

Meanwhile, the second of the interblock and representative of La Cámpora, Anabel Fernández Sagasti (Mendoza), warned: “ We are going to insist every week to deal with this DNU. “The vice president is failing to fulfill the duties of a public official .” Villarruel's entourage told Infobae that the decision not to call the session "does not mean that it will not be done in the future."

Deputies vote on the omnibus law tomorrow, but in a particular way. For this reason, the Senate is still waiting and from some offices they have already mentioned the obligation that the Executive will have to extend the extraordinary sessions, as this media reported over the weekend. Even doing so, the initiative runs the risk of being left for the ordinary period, which will begin on March 1 .

On the other hand, the Justice and Criminal Affairs commissions; and Budget and Treasury of the Senate will seek to advance the day after tomorrow with the law that improves current legislation on the prevention and repression of money laundering, the financing of terrorism and the financing of the proliferation of weapons of mass destruction.

The project, approved by Deputies in April 2023, was part of the last understanding that Argentina signed with the International Monetary Fund (IMF) and includes the suggestions of the International Financial Action Group (FATF).
