The Government of the City of Buenos Aires presented this Monday the 2025 Budget Law project, which, while respecting the macroeconomic guidelines established by the national budget of President Javier Milei, with a variation in the level of activity of 5%, an increase in the price level of 18.3% and an exchange rate of $1,207 by the end of next year, projects an increase in the ABL of up to 100% depending on the area where the property is located, in addition to an adjustment in vehicle license plates and the continuation of the exemption from the Gross Income tax for professionals.

Regarding the Lighting, Sweeping and Cleaning tax, the proposal of the Buenos Aires government includes incorporating a geographic coefficient to the calculation of the rate, increasing it from 7 to 10 scales and bonuses according to the location of the property, depending on whether it belongs to the Barracas Sur area (with a cap of 25%), Centro (with a cap of 50%) or Puerto Madero (with a cap of 100%).

The increase will be paid with the January 2025 ABL bill, but the amount will remain the same throughout the year because the budget does not provide for inflation updates.

According to the City Government's project, the biggest increase will be in the bills of residents of the North and Puerto Madero (15% of the total). Meanwhile, according to the examples provided by the City, a home in Barracas that pays $10,280 in monthly installments in December will pay $12,849 per month from January 2025.

The CABA government also clarified that there will be discounts for compliant residents, so those who pay the entire year in advance will have a 10% discount, while those who pay each monthly bill before the due date will get a 10% savings on the next bill and those who sign up to use automatic debit will not be charged the December 2025 fee.

To define the increase that each property will have, CABA divided the City into three parts: northern zone (Cabildo, Santa Fe, Uruguay, Córdoba, Madero, Huergo and Rawson de Dellepiane; southern zone (Juan B. Justo, Bacacay, Irigoyen, Sarmiento train tracks, Sáenz Valiente, Albariño, Emilio Castro, Escalada, Alberdi, Mariano Acosta, Directorio, La Plata, Independencia, Piedras, Chile, Huergo and Rawson de Dellepiane); and central zone (everything that remains between the previous zones).

Vehicle patents

For the payment of the Patents, as until now, the valuation of vehicles prepared by the Association of Automobile Dealers of the Argentine Republic (ACARA) in October will be taken into account and, on that value, a rate will be applied that will determine the annual amount to be paid, divided into six bi-monthly installments.

The scheme for calculating this rate will be mixed, with a fixed amount plus a rate on the rest. For example, if the maximum of the scale is $4,909,680, the 1.6% rate is applied and the amount is defined at $78,555. It is based on this minimum that the taxpayer must pay. And CABA gives two examples so that taxpayers can calculate:



  • A 2015 Fiat Grand Siena valued at $5,984,400 falls into the second category. Therefore, you must pay a fixed amount of $78,555 plus 4% of the excess (in this case, $42,988). That is, the installment will be $121,543 per year, to be divided into six installments.
  • A 2024 Renault Duster 4x4 has a fiscal valuation of $38,402,700, therefore, it falls into the penultimate category, the 7th. The fixed amount is $1,562,810 and the rate is 7% ($368,025). That is, per year you will pay $1,930,835 divided into six bi-monthly installments.


In addition, as with the ABL, there will be a bonus for those who pay on time for Patents: if they pay the entire year in advance they save 10%, as do those who pay installment by installment on time. Meanwhile, those taxpayers who sign up for automatic debit will receive a 50% bonus on the last bi-monthly installment.

Backtracking on the collection of Gross Income from professionals in 2025

The head of the Buenos Aires government, Jorge Macri, on Monday reversed his decision to eliminate the exemption from the Gross Income Tax for professionals in 2025 and stressed that he had "never" considered that option.

The measure had been reported to be taken within the framework of the 2025 Budget project that was sent to the Legislature.

However, Macri clarified that this will not be the case, stating that “professionals will not be charged a Gross Income Tax.”

"I want to be very clear about this: at no time did I consider eliminating the gross income exemption for professionals as an option for next year," the Buenos Aires City mayor stated on his X account.

Macri clarified that “the information that was circulating is derived from a working draft that AGIP presented as a proposal, based on a criterion of tax equity, but which was not advanced nor was it presented to the Legislature.”

"In this context of crisis, not charging gross income to professionals is not only an economic decision but also a political one,"
said the head of the Buenos Aires Executive.

Fortunately these ABL taxes are not too much to begin with. Still any new taxes is not fun to pay. The problem is they are raising all the fees and taxes.
