Representatives of the legislative power and the national, provincial and municipal executives reflected on the bill on housing labeling and other tools to advance towards sustainable construction and, thus, decarbonization.

Construction and building are key sectors in the fight against climate change. With 37 % of energy consumption worldwide, the transformation towards more sustainable practices cannot wait .

This systemic transformation, which seeks to achieve low carbon emissions to meet the commitments of the Paris Pact Agreement, is reinforced by the proposal of an energy efficiency labeling law . However, officials agree that this legislation cannot be awaited to begin implementing improvements. Cristian Lagos, president of the Argentina Green Building Council and Business Director at Schneider Electric, emphasized at the opening of Green Building 2024 the importance of local solutions that boost energy efficiency and reduce carbonization , an issue that is already high on Argentina’s political agenda.

Along these lines, Mariela Beljansky, Undersecretary of Transition and Energy Planning of the Nation, stressed that the country's commitments in terms of reducing carbon emissions are broad and affect the entire economy, not just specific sectors. And she highlighted the importance of energy efficiency as a fundamental pillar in this challenge.

The official stressed that the country's commitments in terms of reducing carbon emissions - "not exceeding 349 megatons of net CO2 absolute," she said - are broad and involve "the entire economy" and not just specific sectors. "The first thing is to understand," said the official, detailing that awareness-raising is necessary. "The financial sector has a hard time understanding," she said, pointing out that it is necessary to differentiate that energy efficiency does not necessarily refer to household appliances but rather encompasses the entire construction process, from the choice of materials to the way they are used." "A law can certainly help, but it is essential that decision-makers understand that the most cost-effective change towards decarbonization is to be efficient in the use of energy," she argued.

Beljansky stressed that many of the activities that need to be moved forward depend on “ how efficient we are in decarbonizing . The idea of establishing a mechanism for allocating greenhouse gas emission rights is under development, which could offer a clearer framework for regulating and controlling emissions .”

Beljansky also stressed that efficiency improvements do not always require large investments, but rather involve behavioural changes and smarter approaches to resource use. “We cannot wait for the law to be in force before we start acting. The need to slow down carbonisation is so urgent that we all need to start implementing measures immediately,” he warned.

A question of etiquette

Verónica Geese, Secretary of Energy of Santa Fe, emphasized the province's “historic commitment” to housing labeling : “We have been working on this since 2016. In 2023, with new regulations, through actions with municipalities and communes, we are working on the implementation of the ordinance, first in Santa Fe Capital and Esperanza and soon in Rosario and Rafaela.”

In this regard, she indicated, the province is working on training labellers to “move forward.” Likewise, the official stressed, Santa Fe is also seeking to have its social housing have better labels and, on the other hand but with the same objective, is working on the rehabilitation of historic buildings, thus reflecting, “beyond the tariffs,” the key commitment of the State.

Along the same lines, national deputy Maximiliano Ferraro, promoter of the national bill on energy efficiency labeling for homes , after highlighting the importance of the meeting in the face of those who deny the 2030 agenda, considered that “this initiative is essential not only to combat climate change, but also to create more friendly and sustainable urban environments.”

Likewise, the CC legislator highlighted the importance in economic terms of being energy efficient. “There is a commercial saving in optimizing energy,” he stressed, also emphasizing the importance and “solidity” of a law compared to programs that, perhaps, depend on the government in power.

“It is essential to have a single method of calculation and rating that is applicable throughout the territory,” explained the legislator, adding that “this standardization is crucial to ensure that the label becomes a reliable reference document, which, in turn, will encourage developers to build with efficiency criteria.”

Sustainable cities and policies

From the Buenos Aires government, Álvaro García Resta provided an urban perspective, referring to cities that prioritize sustainability, and pointed out that “we must take care of the architectural heritage that we already have, promoting practices that prioritize efficiency instead of demolition.” He also stated: “The challenge of zero emissions is a very ambitious goal but it is a path that we must follow.”

On the other hand, he clarified that when a building is replaced, an improvement that respects and expands the lungs of the block will be contemplated, ensuring that the green space is not reduced," he said.

To achieve this goal, the Secretary of Urban Development of the City of Buenos Aires stated that there is no dilemma between obligation and incentives, but that both measures can coexist , also distinguishing that each link in the value chain – “an architect is not the same as a developer or a builder” – will need a different incentive.

“Public policies must be sustainable over time,” said the Buenos Aires official, warning that it is not a matter of copy-pasting and adapting foreign legislation because it changes locally. “I emphasize the “how” beyond the goals,” he stressed.

Regarding tax incentives, the Córdoba Energy Planning Secretariat considered that rewarding those who adopt sustainable practices is essential to encourage a change in behavior in society. “Tax incentives are a powerful tool; after a while, it is necessary to establish stricter requirements that force everyone to follow the path towards sustainability,” said its head, Sergio Mansur.

According to the Mediterranean official, through the training of 200 energy managers, it was possible to learn about the environmental situation of 800 Cordoba SMEs and work on a plan with soft financing to achieve improvements. “In this way, we were also able to learn about the environmental behavior in environmental parks and also work in these conglomerates.”

“There is no turning back from the transformation; we must conceive of ourselves as modern and efficient societies, and Córdoba is committed to that vision,” said Mansur, who mentioned that the province began to explore sustainable mobility linked to biofuels, which demonstrates a proactive approach towards the decarbonization of various sectors, including transportation.

More voices

The event, organized by the Argentina Green Building Council (AGBC), is part of the Global Sustainable Construction Week, which is held in collaboration with the World Green Building Council and more than 70 sustainable construction councils , highlighting the emphasis on the climate commitments of participating institutions and companies by 2050. Among other topics, the need for “Commitment of local governments to achieve net zero energy”, “Energy and CO2 emission saving tools”, “Renewable energy solutions to achieve net zero energy goals” and “Commitment of the Real Estate sector to energy efficiency” were addressed.

During the Forum, some of the companies at the forefront of this transition and contributing concrete innovations to reduce carbon emissions also spoke about the main actions and challenges in pursuit of sustainable construction, such as Schneider Electric, Carrier, Signify, BGH, Muchtek and Saint-Gobain.
