The Government analyzes changes for purchases via couriers

In a strong trade deregulation agenda, the Government is working to expand the limits for purchases abroad and is preparing to establish new amounts for shipments that can be made to through couriers or private mail services.

According to LA NACION, the Secretary of Commerce headed by Pablo Lavigne is working on returning to bring the limit of this subregime from the current US$1,000 established in 2022 in a climate of reserve scarcity to close to the US$3,000 previously in force.Although the final number is being discussed between Commerce and the AFIP, the body that must publish the resolution, that limit is symbolic: it is the same one that Mauricio Macri had established during his government, in 2018.

“This is important, especially for medicines and spare parts,”said those studying the details of the future measure.

In September 2022, the government of Alberto Fernández had restricted these shipments amid the lack of dollars. The official justification was then that this option was used to enter merchandise that had to enter through the general import regime. With this reduction, Argentina was then in the region as one of the most restrictive countries, along with Uruguay (US$200), Bolivia and Paraguay (US$1000) and behind Colombia and Peru ( US$2000) and Brazil and Chile (US$3000).

In resolution 5288, the AFIP then established that up to three units of the same type and that do not presume a commercial purpose, where the total weight of the shipment is up to 50, would be allowed for this service intended for human or legal persons. kg and the FOB value of the goods consigned to the same recipient do not exceed US$1000 per flight.
According to Government sources, there would be, for now, no changes in the two door-to-door sub-regimes for small shipments and Correo Argentino.
The ruling party is waiting to see How the level of imports in Argentina evolves in the medium term after the elimination of SIRA (import permits) and its replacement by SEDI, the decision to cancel non-automatic licenses (LNA) and now the novelty of stopping tying the CEF – a kind of truthful businessman – to the possibility or not of companies importing.

For door-to-door operations, only human beings who require the entry of merchandise whose purchase value (cost of the merchandise plus insurance plus freight) does not exceed US$3000 can operate. The merchandise has a limit of 20 kilograms per package, “it must be for personal use, and its type and quantity must not presume a commercial purpose,” states the AFIP on its website.

They still do not foresee changes in door-to-door

“Your first 12 shipments will enjoy a deductible of US$50 each. If the value of the purchase (cost of the merchandise plus insurance, plus freight) is the same or lower, you will not have to pay any tax. Otherwise, a tax equivalent to 50% of the surplus of the aforementioned franchise will be paid. Once the franchised quota has been exhausted, 50% of the total purchase will be paid,”he adds.

Travel abroad

There is more news. Since 2018, every time you travel abroad, you can return to the country with a cell phone and a notebook or tablet per person purchased abroad, without paying tariff. The franchise indicated that after the US$500 purchased, 50% had to be paid for the excess in taxes. In the omnibus law sent to Congress, the payment of these taxes is eliminated and the obligation to fill out forms for the traveler.

“Once it is implemented, it must be regulated so that it comes into effect,” they told LA NACION the promoters of the measure.
