The national government reported this Thursday that it submitted a proposal to the representatives of the national universities who have been complaining for budget cuts for a week . In essence, the directors of the houses of higher education in the country assured that, by repeating the same amounts from the 2023 budget, the funds had been reduced in real terms, due to the effect of inflation . At the close of the day and with the objective of reaching an agreement, the Ministry of Human Capital reported that the allocations sent by the treasury increased by 70% in the month of March and there will be an equal increase in the month of May, which which totals a recomposition of 140%, according to official data.

When asked about the case, the vice-rector of the UBA Emiliano Yacobitti clarified that the Government's offer “does not resolve anything” and added: “The Government - after more than a month of complaints - said that starting in March it would give the 70% increase just for operating expenses. A separate chapter is the teachers, of the residents, it was reduced by almost 36%.” “We are going to start losing prestigious professors,” he said during an interview with A24 .


The proposal was presented to the National Interuniversity Council , as reported by the national officials of the portfolio headed by Minister Sandra Petovello . “According to what was planned by the National Government, a 70% increase was established in March, bringing the allocation for operating expenses to $10,075,851,995 per month for the National Universities and another 70% in the month of May, reaching $14,224,732,213 per month. , totaling a 140% increase over the base allocation of $5,926,971,777 per month. In addition, an extraordinary allocation was made available to meet the needs of the university hospitals of $14,403,479,661," the statement detailed.



Then, the announced proposal indicates the following two items:

  • A meeting will be held at the Undersecretary of University Policies with the Executive Committee of the CIN (National University Council) to talk about how, together, we will advance in the changes that society demands, at the same time that we commit to achieving a university education of quality.
  • It was agreed to advance jointly between the National Government and the National Universities, as indicated in article 2 of the Higher Education Law No. 24,521, in a joint audit program that improves and perfects the existing audit systems.

The response of the universities valued the dialogue and the willingness to make an offer, but they did not close the conflict and ratified the mobilization planned for next April 23.


“Given the proposal that the national government has just made public regarding new measures from the Secretary of Education, the CIN reports:

  • We understand that dialogue is undoubtedly the way to achieve lasting agreements that provide the predictability that the university and scientific system needs in budgetary matters.
  • We appreciate that part of what we have been demanding is recognized, which is substantial and unavoidable for the normal functioning of our institutions.
  • We are waiting for the formal invitation to the meeting where these measures are formally announced, a meeting which the Executive Committee will attend. The disposition of this Interuniversity Council has always been and will be based on our deep conviction regarding the strategic role that public education, the public higher education system and science have for the country.
  • The march called for April 23, undoubtedly continues to be an activity of vital importance and visibility, which the CIN adheres to and calls for.
During the last few weeks, the directors of the national universities warned that the funds allocated by the national government would force them to stop operating in the first half of the year or even sooner. The complaints multiplied today. In addition to the symbolic hugs that took place in different areas of the University of Buenos Aires (UBA), there was a massive protest at the Hospital de Clínicas, which depends on the Faculty of Medicine of that House.

Milei was referring to the unregistered employment figures reported by the National Institute of Statistics and Censuses (INDEC), including it as an argument for the reform plan that he is trying to carry out in his government.

In this context, next Tuesday, April 23, a university march will be held from Congress to Plaza de Mayo in protest of the funding cut. The rally will begin at 3:30 p.m., while the main event will be at 6 p.m., in front of the Government House.
