In another adjustment of pieces in the structure of the State, the national government made official today that the structures of the former ministries of Sports , who formally adds three new powers to his sphere of influence.Guillermos Francoswere merged into a single secretariat. The new body will report to the Minister of the Interior, and Tourism and Environment.
The measure was made official through decree 33/2024, published this Tuesday in the Official Gazette, with the president's signatures Juan Cabandié, and of the former national deputy Matías Lammens. In line with the policy of reducing political and ministerial spending, the previous structures were during the government of Alberto Fernández in the hands of the Buenos Aires legislator Nicolás Posseand the Chief of Staff of the Nation, Javier Milei.

With the unification, the organization will be called “Secretary of Tourism, Environment and Sports”, which will have three undersecretaries for each respective function. In addition, the decentralized organizations linked to each area are transferred, including the National Park Administration (APN), the National Institute for Tourism Promotion (Inprotur), the National Anti-Doping Commission (CNAD) and the (ENARD).National High Performance Entity.
The rest of the hierarchical dependencies and structures of the two former ministries below the rank of undersecretary, as can be seen from the regulations, remain with the same organizational chart.
“Until the restructuring of the areas affected by this measure is concluded, the existing structural openings at a level lower than Undersecretariat will remain in force, which will temporarily maintain the actions, endowments and personnel with their respective positions, levels, review status. and supplements in force to date,” states article 7 of the decree.

In the same way, the committed expenditure is preserved, Article 8 establishes: “Until the corresponding budgetary adjustments are made, the attention to the expenditures of the areas affected by this measure will be taken care of from the budgetary credits provided for in the Jurisdictions. and Entities of origin”.

In the previous scheme, the then Ministry of Environment and Sustainable Development had political officials in addition to the minister with three of its own secretariats (Environmental Control and Management, Environmental Policy in Natural Resources and Climate Change, Sustainable Development and Innovation), along with three undersecretariats. While Tourism and Sports accumulated three secretariats (Sports, Tourism Promotion and Tourism Development) and another seven undersecretaries.

The environmental issue is one of the controversial points of the management of La Libertad Avanza (LLA). During the campaign, Javier Milei denied on several occasions that human activity affects climate change and called environmentalism a propaganda of “cultural Marxism”. It also included in that category the 2030 Agenda for Sustainable Development”, which is a commitment of the states that make up the United Nations Organization (UN) to implement 17 objectives and 169 goals (SDGs) which include measures to eradicate hunger and achieve food security; such as ensuring water and sustainable energy or adopting against climate change.

Furthermore, the decree with the new organizational chart establishes in its annex that among the missions of the Secretariat of Tourism, Environment and Sports are “contribute to achieving the Sustainable Development Goals (SDG) and their goals” and “develop, promote and implement policies, plans, projects and programs related to climate mitigation and adaptation, linked to environmental preservation.”

The truth is that the rejection of environmental policy is present in their libertarian government proposals. Days ago, some 80 environmental and social organizations sent a letter to the Chamber of Deputies of the Nation to express their rejection of the “Omnibus Law” project sent by the National Executive Branch because they indicated that it represents “serious setbacks in environmental legislation.”

“We reject this bill that constitutes an attempt to go backwards in the protection and conservation of the environment achieved and, therefore, is illegal and unconstitutional,” said Andrés Nápoli, executive director of the Environment and Natural Resources Foundation (FARN).

The projected reforms are part of Chapter III of Title VI -Interior, Environment, Tourism and Sports-, of the initiative “Law of Bases and Starting Points for the Freedom of Argentines”, submitted to be discussed in extraordinary sessions of the Congress of the nation. “Under the pretext of freedom, the bill aims to advance protected ecosystems and provide economic benefits to sectors such as mining, agriculture and the hydrocarbon sector, to the detriment of people's rights and the protection of ecosystems,” noted the environmentalism statement.
