The National Government updated the calculations of the costs of bus services that operate in the AMBA (Buenos Aires Metropolitan Area), which will impact when defining subsidies and ticket value .

Through Resolution 4/2024 , published this Friday in the Official Gazette , the Ministry of Transportation approved the table of average costs and income “of the Urban and Suburban Passenger Transportation Services of the Metropolitan Region of Buenos Aires.” The amounts required for the operation of the network for this month and June were detailed.


Within this framework, the amounts of fare compensations to be distributed among the providers of urban and suburban passenger transportation services were established for those under National, Provincial and City of Buenos Aires jurisdiction. In the case of the amounts that must be met by the National State, “they will be paid with the resources of the Integrated Automotive Transport System (SISTAU), from taxes on liquid fuels and carbon dioxide; and with resources from the General Budget.”


The Government in turn approved the methodology for the “construction of theoretical reference rates”, whose values for each ticket are defined from the sum of the fixed and variable cost components. “In the case of express and express highway services, the theoretical reference rates will be calculated in the same way as common services, increasing by 125% for express services and 175% for express highway services,” the Secretariat clarified. which operates under the orbit of the Ministry of Economy.


Because for each month there is a theoretical reference rate as it arises from the SUBE data, as well as from the cost structure, a “Theoretical average reference rate” will be prepared for each rate group corresponding to the period that understand the cost update. “Once we obtain the theoretical reference rates for each grouping and section, each one will be associated with its respective commercial rate in force at the time of settlement,” the Government indicated.


In addition, the procedure for calculating the distribution of tariff compensations for AMBA lines and provincial interurban lines of national jurisdiction was approved.

“For the purposes of determining the variables of SUBE Passengers Transported and SUBE Collection, the Ministry of Transportation will project the aforementioned variables, based on the information from the Single Electronic Ticket System provided by Nación Servicios SA, and for each Pricing Group and/or Subgroup”, specified the Executive Branch.

“The Ministry of Transportation will proceed to compare the actual monthly collection of said annual period that arises from the information of the Single Electronic Ticket System provided by Nación Servicios SA for each Pricing Group and/or Subgroup, with the projected collection used for the same period. to carry out the calculations of the Average Costs and Income of the approved Urban and Suburban Passenger Transport Services of the Metropolitan Region of Buenos Aires, and that if differences arise, these will be recovered or paid as appropriate, at the time of their analysis", concludes the resolution published this morning in the Official Gazette.

Based on all the figures published by the Ministry of Transportation in various annexes, the Government is obliged to cover its part of the subsidy and, at the same time, sets the part that CABA and the Province of Buenos Aires will have to pay to support the operation of the system.
