The Chamber of Deputies will resume the special session today, starting at 2 p.m., to continue the debate in particular of the omnibus law , approved in general last Friday. The discussion will be in the midst of the tension between the ruling party and the “dialogue” opposition, and the differences on several points of the original articles. Among them, the co-participation of the Country Tax, the delegated powers, external debt, the ANSES Sustainability Guarantee Fund and the privatizations of public companies.

One by one, how is the negotiation in relation to these issues.

Country Tax Co-participation​

For President Javier Milei , this tax is not a negotiating tool , although until last Friday it was on the table made up of representatives of the ruling party, the UCR and We Make the Federal Coalition. At stake there are about 2 billion pesos to be negotiated , according to official estimates of the income that the Nation will receive this year from the PAIS tax .

Although the Government withdrew the fiscal package from the project to expedite its half-sanction, the governors use this issue as a bargaining chip to support the rest of the proposals in particular. The argument is the need to replace the funds that they stopped receiving due to the elimination of the Income Tax promoted by the previous government.

“If you don't want to bring it into the discussion, we're going to share the PAIS tax straight away, ” a Córdoba legislator had anticipated, with humor and irony, minutes after the general vote had ended in the Lower House chamber last Friday. . The governor of Córdoba, Martín Llaryora , is pressing for co-participation to be part of the final negotiation in the private vote. The people of Córdoba have not yet closed their support for the article that provides for the emergency and the delegations of power from the Legislative Branch to the Executive. “We have several differences,” they warned.

This Monday, after a weekend without much contact between the ruling party and the dialogue opposition, the Minister of the Interior, Guillermo Francos , made it clear in a radio interview that if the opposition wants to impose the treatment of the Country Tax, the Government has the decision to veto it , in the event that the project is approved. “The veto is a presidential power and the president has been clear in the sense that he does not share in the Country Tax,” he indicated.

The dialogue blocks agree to vote in favor of the emergency declaration that was limited to six matters - administrative, economic, financial, security, tariffs and energy - and on biofuels and entities related to culture.

On the other hand, a dozen deputies do not want to vote on articles on delegated powers referring to the administrative powers that allow the dissolution or suppression of public organizations, with the exception of National Universities, and the intervention of all public entities or companies and those linked to the funds. provincial trustees.

The legislators who do not want to vote on delegated powers are four from Córdoba, six from the Civic Coalition, which added to the 109 who rejected the Bases law and are willing to vote against all the articles, the ruling party has the very votes fair to impose their position, parliamentary sources acknowledged.

Privatizations​

One of the points where there is more agreement is in the chapter on privatizations of public companies, although some articles on the control of these sales processes of these companies and their equity evaluation still need to be polished.

The legislators point out that there is a principle of agreement on this point, but both the UCR and Hacemos oppose the privatizations of Banco Nación, Nucleoeléctrica and Arsat where partial sales are proposed, and ask that an independent body carry out its appraisal and have a important role of the Bicameral Commission at the time of its publication.

The companies that will not be subject to privatization, according to this proposal, are the Investment and Foreign Trade Bank (BICE), Casa de Moneda, Dioxitek SA; Argentine Aircraft Factory, Military Manufacturing, Radio of the Universidad del Litoral, Radio and TV Service of the University of Córdoba, New Generation Space Vehicle and Dionisio Water Mining Deposits.

Meanwhile, another 27 companies, including Aerolíneas Argentinas, Correos Argentinos, Aysa, Ferrocarriles Argentinos, General Administration of Ports, Yacimientos Carboniferos Fiscal, and public media (Télam and RTA), among others, would be subject to privatization.

External debt​

Another point where there is no agreement is in the Government's proposal on indebtedness, since it proposes to repeal article 1 of the law to Strengthen the Sustainability of Public Debt, approved during the government of Alberto Fernández, and by which all indebtedness must go through Congress; On the other hand, the reform of article 65 of the Administrative Law referring to the new issue to renew the debt (roll over) could be voted on.

Anses Sustainability Guarantee Fund (FGS)​

It is another element of pressure on the governors to recover income cut by the national government. Before the discussion to achieve the half sanction, the Government had withdrawn from the Omnibus Law the articles that allowed authorization for the Executive to keep the shares of private companies in the hands of the Sustainability Guarantee Fund (FGS) of the Anses . Llaryora, from Córdoba, wants this authorization to be reinstated in the parliamentary discussion, but with the addition of a clause to provide for automatic compensation from the Nation to the provincial retirement funds.
