The educational community of the University of Buenos Aires (UBA) is preparing a massive mobilization and flag-off for tomorrow to protest the lack of budget that affects the operation of the largest university in the country. The situation unleashed a conflict with the Government of Javier Milei , whose confrontation extended to all public universities. With this previous framework as a breeding ground, the organizers called for a march with Argentine flags, to avoid partisan identification, which will begin at the headquarters of the 13 faculties of the University and will converge in the afternoon at the Plaza de Mayo.


The political and social context led to the convergence of different sectors in tomorrow's mobilization and gave it the format of a Federal University March . It is expected that not only the students, teachers and non-teachers of the UBA will participate, but also representatives from other public national universities, but above all from politics and unionism.


The march took on another aspect when it became known that the General Confederation of Labor (CGT) and the two CTAs also joined the UBA mobilization. Political spaces such as the Radical Civic Union (UCR), the Civic Coalition, the Left Front and sectors of Peronism such as the Renewal Front did the same.

The President maintains a confrontational stance with the university system and rejects the mobilization of the UBA. They are discussions that are framed within the “cultural battle” carried out by the Casa Rosada.


The political scope of the Federal University March​

Tomorrow's march was called for 3:30 p.m. The meeting point is the Plaza del Congreso Nacional, on the corner of Rivadavia and Callao avenues. It is expected that columns will depart from the 13 faculties of the UBA bound for the center of Buenos Aires. A place of high concentration will be Plaza Houssay, where the faculties of Economics, Medicine, Pharmacy and Biochemistry coincide; The Faculty of Law will also be added there.

The different columns will move towards the Plaza de Mayo with the intention of converging there at 5:30 p.m. The central event will begin at 6 p.m. There will be a stage set up in the square with a large Argentine flag with the inscription " In defense of the public university ", and where the UBA authorities, rectors of national universities, students, representatives will be located. of teachers and non-teachers.

At this time, the UBA drafts a statement that it prepares in agreement with all the faculties and other national universities. The text is expected to be read by Piera Fernández de Piccoli , president of the Argentine University Federation (FUA) , which brings together the university's student movement.

Although unionism and a part of the political system will mobilize, the UBA asked that it be under slogans linked to the defense of public education and with Argentine flags . It is a way to give homogeneity to the claim and avoid partisanship that provides a breeding ground for criticism of the Government.

In this context, the Government announced on Thursday a “proposal agreed upon with the National Interuniversity Council ” regarding the budgetary situation of public universities. The decision of the Ministry of Human Capital, headed by Sandra Pettovello , who has the Secretary of Education of Carlos Torrondell under her orbit , ordered an increase of 70% in March, bringing the allocation for operating expenses to $10,075,851,995 per month for the National Universities.

While it announced another 70% in May, reaching $14,224,732,213 per month, totaling a 140% increase over the base allocation of $5,926,971,777 per month. In addition, the measure allocated an extraordinary amount for the needs of university hospitals for a sum of $14,403,479,661 . The UBA came out to deny the agreement and indicated that the measure was “ insufficient .”

The Casa Rosada also anticipated that it will advance a joint audit program of national universities to improve the current system. And he called a meeting for April 30. Sources from the Ministry of Education informed this media that it will be done in the Undersecretary of University Policies, headed by Alejandro Álvarez , in the Sarmiento Palace. Representatives of the Executive Committee of the National University Council will participate. How the University Budget is made up​

The university budget has three parts : the salaries of teaching and non-teaching staff, operating expenses and, finally, special programs . Currently, of the expenses required by the university, about 90% of the total corresponds to salaries and 10% is allocated to other operating expenses.

From the UBA they point out that this relationship should be 75% and 25% so that the universities can function correctly. Among the operating expenses are resources that universities need to pay for services and maintenance to achieve good classroom conditions, laboratories, cleaning, security, connectivity, insurance and basic supplies.

Operating expenses were frozen when the 2023 budget was extended. Therefore, they have a delay due to inflation of close to 300% . The bulk of the funds for universities come from the “ Development of Higher Education ” section of the National Budget. This section had an adjustment of 72% in real terms, that is, deflated.

Regarding the “70%” update that the National Government announced for universities, the increase is 70% over the 10% operating expenses. At the UBA they explain that it is not for salaries. “This is an update of just a quarter of what universities need to function,” says the University of Buenos Aires in a report they prepared to which Infobae had access.

Bullrich and the Anti-Picket Protocol​

Looking ahead to tomorrow's mobilization, Patricia Bullrich , Minister of National Security, had anticipated that the Government was going to apply the Protocol for Public Order .
