The Minister of Health moved forward with a restructuring in his portfolio after the results of the internal audit

The Minister of Health of the Nation, Mario Antonio Russo , decided to move forward with the restructuring in his portfolio after analyzing the results of an internal audit that revealed the existence of overlapping programs, granting subsidies to the private sector for 65 billion pesos, a bulky “political” structure of personnel and expenses “without health priority” ; Among them there are open purchase processes for 5,500 tablets and 1,500 motorcycles at a cost of USD 6,600,000.

In this spirit, they also disaffected 48 mobile units and it was decided to end “619 hiring of consultants for $1.15 billion, corresponding to the ENIA Plan,” a program linked to unintentional pregnancy . The presidential spokesperson, Manuel Adorni, announced in his usual press conference that “the result of the Health audit allowed a saving of 140 billion pesos.”

The Ministry of Health of the Nation made progress in reducing the political staff by 60% , eliminating positions and program structures that were created unnecessarily and that overlapped in their tasks. It also left subsidies to private companies and purchasing processes without health priorities void.

“Overlapping positions and programs”

As Adorni announced from Casa Rosada, Minister Russo decided to move forward with a series of measures that will make the Health portfolio more efficient. Most of the decisions were made based on the internal audit ordered in all areas by President Javier Milei .

In the same sense, Adorni listed some measures of the adjustment plan:

-”The political staff was reduced by 60%, where there were roles that overlapped. This implied a saving of $13,964,000,000.”

-“Subsidies to private health companies have ended.”

-48 vehicles were decommissioned from the fleet that belonged to the Ministry.” As Infobae learned, these are cars and utility vehicles that “had no assigned destination, and the insurance is paid for, without use .” For example, the audit detected “17 trucks without running since 2014.

-”The contract with 619 consultants was finalized for around $1,150,000,000 within the framework of the redesign of the National Plan for the Prevention of Unintentional Pregnancy in Adolescents (ENIA).” That had structure in the provinces.

-"Open purchase orders are to be executed for 330 hearing aids for a total of $26,400,000"

-”Irregularities were found in 20 input purchase files of the 'Thousand Days Plan' paralyzed since 2023

-"Purchase orders in progress for 5,500 tablets, 1,500 motorcycles, budgeted in April 2023" for an amount of USD 6,600,000.

-"Registration requirements began to be reviewed in the registry of cannabis producers, popularly known as REPROCANN, in which it was detected that in the previous administration more than 90,000 applications were issued without diagnoses based on scientific evidence."

Complementary data from the internal audit - which this media had access to - indicate: “The previous administration, under the protection of law 27350 aimed at researching the medicinal use of Cannabis, approved applications for registration to REPROCANN (Registry of the Cannabis Program ) in a very lax way , distorting the spirit of it, as is the example of the NGO Mamá Cultiva .” It is also emphasized that: “More than 90 thousand requests from individuals without diagnoses with sufficient scientific evidence. Lax registration requirements for the more than 1,000 NGOs that request registration.”

Adorni also detailed: “We found programs that had international financing, that the execution of programs that were to continue this year had incredibly advanced and that the Ministry of Health informed us that this money was used in advance and that they will not be able to be implemented. ”.

“This is part of the disarmament that we want to do with this impoverishing State . It was called the present State or slogans have emerged like 'the State takes care of you', etc., which the only thing it did was impoverish the people and favor some friends of the officials on duty ,” said the presidential spokesperson.

ENIA plan

The National Plan for the Prevention of Unintentional Pregnancy in Adolescents (ENIA) is intended, as highlighted on the website of the Ministry of Health, to: “ guarantee the rights of adolescents to free access to sexual and reproductive health .”

“From a comprehensive and intersectoral perspective we seek to prevent unintentional pregnancies in adolescence. The National Ministries of Health, Social Development and Education work together to guarantee the rights of adolescents to free access to contraceptive methods, comprehensive sexual education and counseling in schools, sexual and reproductive health counseling and community promotion activities”, it is explained and highlights that its main objectives include:

-Raise awareness about the importance of preventing unintentional pregnancy in adolescence.

.Promote the exercise of sexual and reproductive rights in adolescence.

-Provide information on sexual and reproductive health and contraceptive methods free of charge in health services.

-Strengthen policies for the prevention of abuse, sexual violence and access to pregnancy termination according to the current regulatory framework.

In response to a query from Infobae , Russo's portfolio explained that: "The ENIA plan was implemented by the National Government of Cristina Fernández de Kirchner, six years ago with the aim of leaving installed capacity in the provinces, but the reality is that the delegation of these responsibilities was never finalized . Even the hiring of consultants presented striking discretions that enabled political use.” And they expanded: “It is important to highlight that, as a national health organization, the Ministry of Health plays the leading role that sets the course and defines the strategies to follow, while the provinces have the responsibility of applying them in their respective territories. This means that, in this case, if the provinces want to continue with the aforementioned contracts, they will be able to do so under their own evaluation and solvency. Finally, they added that: "The Ministry of Health of the Nation will continue with the development of the Plan , through its guiding role and from a comprehensive perspective, through monitoring, control and the purchase of supplies."

According to the Resolution of the Ministry of Health 978 of May 12, 2022 through the FESCAS, “the recognition of an individual monetary sum to be paid directly to workers is established, on account of the payment of salaries paid by employers and the employers adhered to the Program, with the main objective of achieving capacity development in the processes of improving quality and patient safety, in the private health establishments reached by the Program.

The Program had as its objective “the progressive reorientation of transfers linked to criteria of economic crisis and health emergency -post COVID-19-, for companies in the health sector, towards the specific objective of promoting the substantive policies determined in the National Plan of Quality in Health 2021-2024 established by the Ministry of Health", which "reached 123,564 different workers, who work in 1,360 different health establishments, among which they reach 35% of the beds corresponding to the private sector" and ensures that: “During its implementation, all companies met various parameters for the development of quality in their institutions, all of them carried out training, so more than 50,000 members of the health team completed the training in quality and safety of care. health, approving 12 various courses made available free of charge and online by this Ministry.”
