The federal court of Julián Ercolini investigates alleged irregularities in the purchase of high-cost medications , such as oncology and HIV-AIDS, during the administration of Alberto Fernández for $65,289,274,180 .
The complaint was made by the Minister of Human Capital, Sandra Pettovello , after an internal audit revealed a lack of controls in the purchase of “very expensive medications” that made it possible to acquire these supplies at surcharges through “ directed purchases” , a whimsical selection. of suppliers and informal budgets.
The operations were carried out through the Directorate of Direct Assistance for Special Situations (DADSE). An area that, by Fernández's decision, was transferred from the then Ministry of Health to the former Social Development portfolio.

The judicial document, dated at the beginning of February and published by Infobae , highlights that through these maneuvers " unforgivable businesses were carried out at the expense of those most in need and for extremely sensitive issues ", for people without coverage and in highly vulnerable situations. and that they processed subsidies for the acquisition of drugs with high economic impact such as immunosuppressive medications, oncological medications, for diseases of the immune system, atrial fibrillation, among others, as well as prostheses for operations such as hips.
The Human Capital audit also questions the transfer of the DADSE from Health to Social Development, which during Fernández's administration was headed by Daniel Arroyo , Juan Zavaleta and Victoria Tolosa Paz . For this reason, Pettovello decided to modify the structure of his portfolio, which absorbed the ministries of Labor, Education, the Ministry of Women, Gender and Diversity and Social Development.
Through Administrative Decision 76/2024, Pettovello transferred his portfolio from DADSE to the Ministry of Health, “from where he should never have left ,” according to the La Libertad Avanza official.

In one of the most salient paragraphs, the document presented by Pettovello's ministry describes: “The selection of DADSE suppliers for the purposes of the Argentine State acquiring medicines for billions of pesos was carried out via e-mails ( simple and common emails, not encrypted, without closed envelope or security) to a chain of users that was not periodically updated nor was its ownership certified. Once these emails were received, certain supposed suppliers sent informal quotes without signature or any rigor.”

The alleged mismanagement and lack of controls in the DADSE had already been warned twice by the Internal Audit Unit (UAI), in 2019 and 2022. However, the authorities did not modify the purchasing system. Among the suppliers that would have been favored would be companies that are “rubber stamps” and even pharmaceutical groups, public limited companies and unknown companies without any type of background in the pharmacological or medical industry.
