After the Government anticipated that they would eliminate the program known as Potenciar Trabajo , the dissolution of the social benefit was made official through the publication of Resolution 115/2024 in the Official Gazette . As a replacement, the Ministry of Human Capital presented two new social plans that will reinforce efforts to improve opportunities for labor and social inclusion with respect to the most vulnerable sectors.
The decision received the approval of the national secretary of Children, Adolescents and Family, Pablo María de la Torre , who suspended the payment of the complementary social salary that was made to the holders registered in the National Program for Socio-productive Inclusion and Social Development (Potenciar Work), which was put into development on March 20, 2020 during the previous administration.
In this way, the head of the National Secretariat for Children, Adolescents and Family authorized the officials of the Undersecretary of Innovation in Solidarity Economy - dependent on his entity - to proceed with compliance with the order. According to the sources accessed by Infobae, the Ministry of Human Capital considered that the social plan was “poorly designed,” since it failed to meet its objectives during the years it was in operation.
In this sense, officials from the portfolio headed by Sandra Pettovello highlighted that only 1.3% of the approximately 1.4 million people who were enrolled in the program found employment. Likewise, they indicated that the people who had stopped receiving the benefit corresponded to those who were discharged for having a registered salary or for having traveled abroad, for having entered the retirement system or for death.

As a result of the purge for irregularities led by Pettovello, authorities reported that, as of February 16 of this year, the program had a total of 1,273,424 holders. At the moment, the beneficiaries received 50% of what the Minimum, Living and Mobile Wage (SMVM) represented , an approximate of $101,400 per month, according to the latest update of the index ($202,800).
Previously, President Javier Milei and the Minister of Human Capital, Sandra Pettovello, ruled in Decree 198/2024 that the plan be replaced by the “Back to Work Program” , which will operate within the orbit of the Ministry of Labor, Employment and Security, and the “Social Accompaniment Program” , which depends on the National Secretariat for Children, Adolescents and Family.
Given the lack of effectiveness achieved by Promote Work, official sources revealed to this medium that the decision to eliminate it was designed with the intention of being able to segment the number of holders into two levels: those who would have the greatest probability of getting a job in the short term (Return to Work) and those who find themselves in more complicated situations (Social Accompaniment).
In parallel, the authorities confirmed that the beneficiaries have already been transferred to the program that would correspond to them according to the proposed guidelines. Likewise, they highlighted that the requirements to enter the system were modified after the criteria established within the framework of Empower Work were invalidated.
Social movements will stop functioning as intermediaries between the State and the beneficiaries
One of the modifications consisted of the elimination of the clause that made it impossible to access the benefit if you had a blank salary. From now on, holders will be able to earn up to three minimum salaries and maintain social assistance for a period of two years.
The Ministry of Human Capital explained that it was vital to change the restrictions applied, because they evaluated that removing the benefit immediately could be one of the factors that would discourage those registered from joining the labor market.
In the same way, they stated that it will no longer be mandatory to carry out community activities such as, for example, painting or sweeping in public spaces, since they will only have to complete a series of training courses. They even anticipated that social movements will no longer mediate between the State and the citizen for registration and/or collection of assistance.
At the moment, the ministry reported that nearly one million people were transferred to the “Return to Work” plan, because they met several requirements, including age and the level of training achieved. The remaining 400,000 people were referred to the “Social Accompaniment” program, who will receive a monthly payment and food aid “to ensure adequate nutrition.”
