This concept, better known as the “15-minute city,” was born in Paris by urban planner Carlos Moreno and spread to cities such as Barcelona, Melbourne, Bogotá, Shanghai, among others.

The new northern city that copies the model of Paris, Barcelona, and Melbourne



Leaving home and having everything close at hand is the cherished dream of many. From the supermarket to the kids' school, the gym, the doctor's office, the grocery store, and a green space for recreation. This concept, better known as the "15-minute city," originated in Paris by urban planner Carlos Moreno and spread to cities like Barcelona, Melbourne, Bogotá, and Shanghai, among others, and is currently being replicated in a corner of northern Buenos Aires.



In Argentina, the model arrived a few years ago at kilometer 19 of the Pan-American Highway, in the San Isidro, San Fernando, and Tigre triangle. Better known as Buenavista , the project currently has 10 residential, office, and hotel developments underway, totaling US$345 million in investments. This model is now also being developed in the town of Bella Vista.





This project will combine five gated communities, buildings, commercial spaces, offices, and even the new headquarters of the renowned Sagrada Familia school in Bella Vista on a 25-hectare site, with an investment of US$400 million.

Although the project is smaller than Buenavista—which covers 120 hectares— it invades an area lacking certain types of housing. Traditionally, Bella Vista was the neighborhood where families sought more affordable housing, with prices comparable to those in San Isidro, moved to. However, the area offers almost no medium-density housing options, i.e., apartments , sought after by young people taking their first steps toward independence or by older couples looking to leave the neighborhood's detached houses without abandoning the area and without losing the comfort of their homes.



Bella Vista has virtually no horizontal property ; there are products like duplexes or triplexes, but the buildings are concentrated in the center of San Miguel, because Bella Vista's zoning didn't allow them,” explains Fernando Andrés, of Andrés y Asociados, a local real estate agency, who explains that the apartments in Nueva Bella Vista will bring the concept of “high-rise homes,” as they will have the amenities typical of that type of property.



It will face the Reconquista River, just meters from the Buen Ayre road —a road that connects the Western Access with the Northern Access—and is projected to house 2,000 families. “Everything will be just a step away, from work, school, services, shopping areas, recreational areas, and even medical care,” explains Martín Boquete, director of Toribio Achával, the real estate company marketing Vistana, one of the buildings to be built in the area. The buildings will feature two-, three-, and four-room apartments with garages and storage spaces. They will measure 55, 120, and 155 square meters, respectively, and will be valued at between US$2,100 and US$2,500 per square meter.

"The project brings together a future mini-city, offering Bella Vista what it doesn't have, as it's a town where everything is scattered, and you're far away from the butcher, the greengrocer, or the dentist," explains Boquete, who details that the area has grown in recent years in terms of gated communities, which are now well established, but that demand for apartments is now growing.



The entire development is estimated to be completed in 15 years, although the overall works, such as the access bridge, services, and streets, are 80% complete. The Vistana building has already been sold, while Terrazas and Riviera will be launched in March; the latter will be the first office building. The five medium-density gated communities comprising the project, which have 500 m² lots, are 100% sold, and currently have 15 homes under construction.

A large portion of the large lots will be sold to developers interested in building the remaining medium-density buildings for commercial use. "Half of the people who have bought so far are from Bella Vista, and 40% of them come from Hurlingham, Palomar, and the western area of Parque Leloir," adds Boquete.



“Locals think it's a closed development, but it's an open concept ,” emphasizes Fernando, who adds that the project will add an access that will directly connect the Bella Vista entrance roundabout (400 meters from the Camino del Buen Ayre exit) with the center of Bella Vista, so locals will be able to access their homes without having to travel the entire route along the traditional Gaspar Campos entrance avenue. In addition, it will be directly connected to the Regatas Club, one of Bella Vista's best-known clubs, so it can be reached on foot or by bicycle, “without having to get in the car.”



Of note is the fact that this project is surrounded by water—the Reconquista River and Berro Creek. “The city has always turned its back on the river, and this project will have a strip bordering the water and planted with native tree species, as well as a commercial area that will also have a river view,” Andrés concludes.
