The general secretary of Unión Tranviarios Automotor (UTA), Roberto Fernández, sent a letter this Tuesday to the Minister of Economy , Luis Caputo , in which he demanded a solution to the salary conflict between bus drivers and companies in the sector that operate in the Buenos Aires Metropolitan Area (AMBA) and warned of a possible paralysis of the service that would put “social peace at risk.” The joint venture is not advancing, indicate the business chambers, because they do not have guaranteed subsidies from the national government or the province of Buenos Aires , in the midst of the request for increases in the ticket and the protection that suspended the increase planned for February.

The request came after the departure of Guillermo Ferraro as Minister of Infrastructure and the transfer to Economy of the secretariats that depended on that area. One of those that remained under Caputo's orbit was the Ministry of Transportation , key in the fiscal adjustment that he aims for 2024.

“In our case, the clause that provides for the salary adjustment to December 2023 should have been applied, according to the terms of the act approved by the Ministry of Labor, and a salary negotiation should have started as of January 1 of this year,” the letter continued. .


The unionist took the opportunity to throw a dart at Ferraro after his departure from the Cabinet: “The situation should have been resolved by the authorities of the Ministry of Infrastructure, former Minister Ferraro, through the Ministry of Transportation, but nothing happened, on the contrary, The passivity made available to the solution was such that today it puts at risk the transportation of millions of people every day, especially those with low resources who use it to travel to their workplaces.”

In that sense, Fernández highlighted that Caputo now has the responsibility of putting the problem on track to find a solution that avoids a paralysis of transportation in the AMBA, “putting social peace at risk.”

"Mr. Minister, we want to be part of a consensus solution, where the National State, the province of Buenos Aires, the Autonomous City, the concessionaire companies and the workers assume the responsibility that corresponds to us and avoid an unwanted situation that will affect the population. as a whole,” requested the general secretary of UTA. The letter ended with a request for a “personal interview” with Minister Caputo or some authority with “sufficient decision-making capacity” to avoid the “paralysis of public transportation . ”

Subsidies, at the center of the conflict​

The joint conflict of the UTA takes place in the midst of tensions between the national government, the province of Buenos Aires and the business chambers over the account of transportation subsidies in the AMBA. For the Ministry of Economy, this is one of the items to be cut in its fiscal balance objective for 2024, for a bill of $90,000 million per month that is divided, half and half, between the Nation and PBA.

Through a decree published on January 19 in the Official Gazette , Transportation called a public hearing where the 250 percent increase will be discussed. The official intention is that from February the minimum for the group will cost $270 in metropolitan areas and for those who do not have a registered SUBE card the rate would be almost double. Meanwhile, for trains, the new scheme will be $130.00 with SUBE for the first section and $430 in cash; $169.00 for the second section with SUBE and $430 in cash and, finally, $208.00 with SUBE and $430 for the third section.

But the mayor of Esteban Echeverría, Fernando Gray , presented an amparo in which he questioned the legality of the consultation process proposed by the Secretariat. He specifically questioned that citizen opinion was not guaranteed and demanded public hearings instead of comments on a website, where problems were detected. The Court granted the request, suspended the increases, and now the Government has appealed that ruling.

In this framework, UTA asked companies for an initial salary of $777,700 for January, $972,125 for February, and a non-remunerative sum of $126,921, in recognition of the difference between inflation and the increase agreed for the month of December. 2023.

In this regard, the vice president of the Argentine Association of Automotive Transport Entrepreneurs (AAETA), Luciano Fusaro , explained: “We made an offer that does not contemplate the December recomposition, because in Transportation they told us that the rate recognition is going to be done. with a calculation from January. The problem is that the State does not want to provide the money and people cannot pay a much higher rate than what was proposed.”

“We receive subsidies for costs calculated as of last September, it is unsustainable. And the Government had planned to grant funds based on the new fare schedule that has now been suspended with the precautionary measure, so it is likely that the increase in tickets will only be applied in mid-February,” Fusaro commented.
