Victoria Villarruel agreed to the requests of Kirchnerism and some opposition legislators and incorporated the mega Decree of Necessity and Urgency (DNU) that deregulates the economy to the special session that the Senate will hold this Thursday , according to the official call that she signed tonight the vice president. The details of the meeting will be defined tomorrow, starting at 6 p.m., when the head of the Upper House meets with the block heads to hold the Parliamentary Labor meeting.

For more than a month, the senatorial Kirchnerism, led by José Mayans from Formosa , has pressured Villarruel with requests for special sessions to reject the DNU, which needs a vote against from both Chambers of Congress to be deactivated, a situation that never occurred.

The president of the upper house appealed to the regulatory power to set the day and time of the sessions. Thus, she delayed the landing of the topic in the venue. The Frente de Todos is the first minority in the upper house and has 33 legislators, only four short of the quorum.

The path adopted by Villarruel became complicated days ago, when a group of non-Kirchnerist opposition senators - led by dissident Peronists Carlos Espínola and Edgardo Kueider - presented another note to meet and analyze the mega DNU, which left the ruling party on the verge of a defeat.

During the course of this Tuesday, a group of libertarian and anti-K opposition legislators pushed a new request, which does not include the DNU. The reason was simple: when promoting a special session, a formal request was needed with all the agenda that interests La Libertad Avanza.

Under this panorama, the note sent to Villarruel aimed to consider the initiative that modifies the Penal Code regarding the prevention and repression of money laundering, the financing of terrorism and the financing of the proliferation of weapons of mass destruction.

The project in question was sent by the government of Alberto Fernández and voted in Deputies in 2023, although Christianity later stopped it in the Upper House. Only last February 7, after negotiations between La Libertad Avanza with radicalism, the Pro, the Peronists of Unidad Federal and wild legislators such as the missionary renewalists, the ruling party took the opinion of the text in a plenary session held by the Justice commissions and Criminal Matters; and Budget and Finance.

The prior to said conclave was the intervention of the Casa Rosada itself - through the Minister of Justice, Mariano Cúneo Libarona - to convince the non-Kirchnerist opposition to move forward with a ruling and settle, with the regulation of the law, some points that They were warned not only in the Deputies, but also during the plenary session of committees held in the Senate. One of them is the way of designating the authorities of the Financial Information Unit (UIF), with key interference from the Ministry of Economy .

Specifically, the article in magnifying glass imposes: “The Financial Information Unit (UIF) is created as a decentralized body of the national public administration, under the jurisdiction of the Ministry of Economy, with its own legal status, which will function with autonomy and functional, administrative autarky. , economic and financial, according to the norms of this law.”

Despite the progress, the ruling party went back on its initial idea and slipped, weeks ago, the possibility of issuing a DNU to show progress to the Financial Action Group (FATF). This generated anger in the non-Kirchnerist opposition, which had signed the initiative's opinion and endorsed the Executive's promises.

As the days went by, the DNU - it could not contain criminal issues - the Government changed its opinion again and, after several twists and turns, the law would be sanctioned this Thursday, in the middle of the FATF visit to the country. The evaluation of the organization is key due to the fear of falling back into the dreaded “gray list”, a situation that occurred last time during Christianity .

In the tray of topics of the new request for a special session, which tonight was officially confirmed by Villarruel, there also appear the withdrawal and entry of documents -ambassadors, judicial-, international agreements and the authorization for the president to be absent from the country during this year.
