What's with these cars with the loud bullhorn speaking?

I am new to BA and been loving my stay here. I will post a trip report later once I'm done with my trip. I am staying here in Palermo Soho. Yesterday I got woken up by a car driving by with a loud bullhorn. It had a microphone and there was a man speaking something loudly. Today I saw/heard another one. Unfortunately I don't speak Spanish. I'm curious what he is saying? What are these cars with loud bullhorns for?

They aren't police and look like normal cars. What is he announcing? I was just curious.

Yes, in Lima it is very annoying with the incessant horn honking all the time.

Yes, fortunately they aren't in Recoleta much. I've found they are mostly in Palermo. There aren't too many of them but it IS annoying. I often times wonder if they even get any business but they must as I hear them on the weekends.
