George Kennan from his dark office in Moscow announced the beginning of the Cold War with his Long Telegram sent to Washington. Henry Kissinger demonstrated that it was possible to contain the Soviet nomenclature by opening a geopolitical channel with China. And William Burns confirmed that diplomacy was an inexorable tool to prevent the world from succumbing to the epilogue of the Unipolar Moment that the United States was involved in since the fall of the Berlin Wall to the terrorist attack carried out by Osama Bin Laden.
Joseph Biden sent Burns to Buenos Aires to ratify his political decision to consider Javier Milei's government as his main ally in Latin America. And Burns, with his position as director of the Central Intelligence Agency (CIA) and his appearance as a university professor at John Hopkins, impacted the Casa Rosada for his knowledge of the world, his personal ways and his handling of classified information.
Burns arrived at Balcarce 50 with a silent guard and was received on the esplanade by the Chief of Staff, Nicolás Posse , and Marc Stanley, United States ambassador to Argentina. The three went up to the first floor of the Casa Rosada, and Patricia Bullrich, Minister of National Security, joined later.
Before becoming CIA director, Burns worked alongside George Bush (P) , Bill Clinton, George Bush (P) , and Barack Obama. In 1991, when he was a young diplomat, he participated in the Peace Conference in Madrid, and ten years later he advised on preparations for the invasion of Iraq, a White House decision that he still criticizes.
Burns still remembers his years with Clinton, but has always preferred Obama's political will and ethics in power. Very close to this president of the United States, the current director of the CIA learned that Bin Laden had been killed in Pakistan.

From his extensive diplomatic career, Burns does not consider this volume of constant and successive threats a coincidence . And in this geopolitical scenario, the director applied his knowledge of the Middle East and Russia to explain in Government that Argentina and the United States must act in tandem to confront common enemies.
The White House shares Milei's ideological segmentation with respect to regional dictatorships - Cuba, Nicaragua and Venezuela -, the explicit condemnations of Iran, Russia and China, and its support for the principle of legitimate defense that Israel exercises to combat Hamas in the Gaza Strip.
And the director of the CIA reiterated in Balcarce 50 that Biden will support the President in his local and international agenda. From this perspective, General Laura Richardson, head of the United States Southern Command, will arrive in two weeks. Richardson is another sign of Washington's support for Milei.
When the Government meeting concluded, the following official statement was released: “The arrival of the high-level US government official is part of a common work agenda between both countries in matters of intelligence and the fight against terrorism.”
It is true that in DC it did not go down very well that the president embraced Donald Trump - Biden's opponent in the November elections - but the White House believes that he will defeat the Republican candidate and that Milei can act as a balance of power against governments in the region that share the same roadmap with China, Russia and Iran.
Burns explained it very well in his book The Backchannel : diplomacy should be the only method to close an agreement between parties who do not agree on everything.
