Yes, there are mosquitoes, but just wear repellent and you'll be fine. It's not as bad as in many other places in the world, and it's definitely not a reason to avoid traveling here. You just need to be prepared and keep some repellent in your purse or backpack.
With your birth certificate, you can establish your nationality. You can visit RENAPER https://www.argentina.gob.ar/servicio/tramitar-el-pasaporte , where you can schedule an appointment if you want to handle it when you're here in October. I think it's the simplest way.
