Is "bolsa" honestly that hard of a word to understand? Native Argentine opinion?

I am amazed at how few people here speak English. And sometimes they say they understand English or speak it and they don't. I had an experience like this today and laughed.

Ha. I always get a laugh at this type of local too. I've seen it first hand sometimes. When people find out that I am originally from the States they will tell me they speak English. I will engage with them a bit but then I will test them and it sounds like that lady in the video.
