What is the purpose of this? Is this for safety so kids don't fall off the balcony?

Yes! We have two young children and a cat, so it's better to get some kind of protection for safety.

Yes, that company is great. A few people I know have used them that have kids. They were very happy with them. I didn't know it was so affordable. I think they are really ugly looking but essential if you have children or pets.
