For your first day in Buenos Aires, considering you're staying in Recoleta, exploring the Recoleta area is a great idea. In Palermo, the Palermo Soho and Palermo Hollywood areas are popular for their trendy shops, cafes, and restaurants. These areas are generally safe both during the day and at night, offering a vibrant atmosphere. However, as with any city, it's advisable to stay aware of your surroundings.
San Telmo Market on Sundays is a fantastic option. It's not just a flea market; it's a lively marketplace where you can find antiques, crafts, and enjoy street performances. San Telmo is generally safe during the day, especially around the market area, but, as always, keep an eye on your belongings.
For your guided half-day tour, you might want to explore areas like La Boca, known for its colorful Caminito street and the Boca Juniors stadium. You can also visit Plaza de Mayo and the historic center, where landmarks like Casa Rosada are located.

San Telmo provided a secure and welcoming atmosphere during my visit two weeks ago. It's a highly walkable area with a fascinating street fair offering a wide array of interesting items.

Throughout the day, San Telmo, Palermo, and Recoleta felt very safe as long as I took standard precautions. These neighborhoods are known for their safety and offer enjoyable experiences for daytime exploration.
